All in favor. <br /> NEW BUSINESS <br /> Vote to transmit 2024 Rules and Regulations Governing the Subdivision of Land to the <br /> Register of Deeds and Recorder of the Land Court pursuant to MGL c. 41 s. 81Q <br /> MOTION: <br /> Mr. Balzarini made a motion to send the 2024 Rules and Regulations to the <br /> Registry of Deeds. Seconded by Ms. Faulkner. All in favor. <br /> Mr. Milbury needs to update his signature with the Registry of Deeds. A template is available. <br /> Comment on the Cape Cod Commission Regional Policy Plan Update <br /> Ms. Waygan stated every Board member has a copy of this updated plan. The CCC extended <br /> their comment period until September 24th. The Commission is more powerful than other <br /> regional planning commissions. They can charge mitigation and use technical bulletins or deny <br /> a project if there are more negative impacts or order mitigation to counteract. Technical <br /> bulletins were a part of the RPP. She would like to promote growth incentive zones over the <br /> community activity centers. Money used to be given to Towns to hire consultants for the LCP. <br /> All comments need to be submitted to the Town Planner. <br /> Mr. Balzarini brought up the development agreement and the certified LCP. Ms. Waygan <br /> added the comment to make all three-party agreements, that would involve the Town. <br /> Mashpee's LCP is not certified after 2018, so we are not eligible to enter into 3-party <br /> agreements until we update our LCP. <br /> The Commission did not think Mahspee's growth policy matched others. They sent a draft <br /> copy to the CCC for comment, they provided the comment about growth, and that is where it <br /> was left. The goals, objectives, and actions were voted on, it was supposed to be completed <br /> and a draft provided. Existing Conditions were sent to other boards and committees with zero <br /> feedback provided. It should be 80% done. <br /> CHAIRS REPORT <br /> Nothing currently. <br /> TOWN PLANNER REPORT <br /> The Cape Cod Commission is having an RPP subcommittee meeting, it can be attended <br /> virtually, to discuss and review technical bulletins.
