Naughton Corporation operates extensively across <br /> Eastern Massachusetts.There were no concerns about the qualifications or proposals of any of the low <br /> bidders. <br /> Returning to Contract 1, Mr. Drainville clarified that the two rejected alternates pertain to odor control <br /> systems not required in Phase 2.These additions were planned for future readiness but were ultimately <br /> deemed too expensive and unnecessary for the current scope. Even if funds had been available,the <br /> pricing was unfavorable, and inclusion likely would not have been recommended. <br /> Summary of Alternates and Final Context <br /> Mr. Drainville explained that most of the accepted alternates across the contracts relate to the full- <br /> width mill and overlay roadwork, which provides higher-quality surface restoration. In addition, some <br /> odor control units for pumping stations will be installed.At the WRRF, however, odor control was an <br /> alternate not selected, as it is not needed for this phase. <br /> He concluded this section by stating that no compromises were required to stay within budget— <br /> everything essential will be completed as planned.The project is fully funded for its intended scope, and <br /> the town is in a strong position moving forward. <br /> He noted that Waterline Industries had indeed built the original WRRF. Reflecting on the summer <br /> bidding process, Mr. Drainville observed that earlier bids were generally lower, while later bids came in <br /> higher—likely due to contractors securing other work during the season. Despite this trend,the town <br /> received a solid range of competitive bids and is able to move forward with all components of the <br /> program. <br /> As the presentation wrapped up, Commission members asked whether a vote was the next step. Mr. <br /> Drainville offered to outline the upcoming phases and invited further questions. One member asked <br /> about the roles of the three engineering firms involved—GHD,Apex, and Weston &Sampson—setting <br /> the stage for further discussion. <br /> Clarifying Roles of Engineering Firms and Discussion on Roadwork Standards <br /> As discussion turned toward engineering oversight, Chair Harris asked for clarification about the roles of <br /> GHD, Weston & Sampson, and APEX in the Phase 2 project. Mr. Drainville confirmed that the structure <br /> mirrors Phase 1:two engineering firms managing construction,with Weston & Sampson serving as the <br /> Owner's Project Manager(OPM). GHD remains the lead design engineer, maintaining overall oversight. <br /> The conversation then moved to the topic of full-width mill and overlay paving alternates. Concerns <br /> were raised about dissatisfaction from residents in areas like Summerwood,where patchwork road <br /> repairs were used rather than full resurfacing. Several commissioners emphasized the importance of <br /> approving full-width mill and overlay alternates to meet public expectations and improve road quality. <br /> Mr. Drainville added that, in some cases, contractors even offered credits for including these alternates, <br /> depending on their capabilities, which further supported their inclusion. Praise was given to previous <br /> contractors like Robert B. Our for high-quality work,even when not responsible for final surface <br /> restoration. <br />
