Naughton Corporation for$14,451,777.20, including base bid and
alternate 1.
Chair Harris stated that each of these awards were passed unanimously, and the Commission agreed
that the approvals needed to be recorded in the minutes for formal inclusion in the SRF documentation.
Approval of Engineering Services Agreements
The Commission then turned to approving agreements with the three engineering firms for
construction-phase services. One commissioner noted that contract responsibilities seemed split in the
paperwork. Wastewater Superintendent Meader clarified the division: GHD, as the design engineer,
would oversee Contracts 1, 2, and 6 (the latter being the largest and most complex), while APEX would
manage Contracts 3,4, and 5. Weston &Sampson would continue their role as the overarching OPM.
Wastewater Superintendent Jared Meader recommends moving forward and entering into an
agreement with Weston &Sampson, GHD and Apex Companies, LLC for construction-phase engineering
services. He emphasized the need for all three firms due to the size and complexity of the project. He
noted that all six contracts would be executed simultaneously and that the firms were all long-standing,
trusted partners.
