7 Town of Mashpee Conservation Commission
16 Great Neck Road North
Mashpee, MA 02649
w$XJI:YYF.µ'1
NOI 28 Wilsons Grove Road, Haworth & Kathleen Neild IL Proposed raze of existing 43-
dwelling and construct and maintain new single family dwelling with I/A septic system 3354
upgrade.
(Representative: BSS Design Inc.) (coot. 8.7 / 8.21) (legacy Reg 25)
• The applicant proposes demolishing the existing dwelling and building a new single-
family home with an upgraded VA septic system. In response to commission concerns,
the house was redesigned on piers with crushed stone beneath, eliminating the prior slab
foundation and improving stormwater infiltration. The septic system will provide full
groundwater separation without a variance, and stormwater capacity exceeds 25-year
storm standards.
• Attorney Adam Brodsky and surveyor Tom Bunker emphasized minimal soil disturbance,
hand demolition, and compliance with V-zone construction.Mitigation includes dry wells,
gravel surfaces, erosion controls, and weekly monitoring during construction.
Commissioners praised improvements but raised concerns about the tight 1.7-2.3 ft.
setbacks, potential runoff to abutters, and long-term flood risks.
Public Comment:
Stephanie Kasper — daughter of Haworth & Kathleen Neild
shared that her family has spent every summer since her birth at
their cottage on 28 Wilson Grove, celebrating 50 years there in
2025. She has witnessed Mashpee's growth, including the
development of Mashpee Commons, Popponesset Marketplace,
and New Seabury neighborhoods. Over the past 25 years, her
family has supported and accommodated neighbors as properties
were modernized. Her family has long contributed to the
community and local businesses. She emphasized their deep
commitment to the community, noting her family has been saving
for over 16 years to update their summer cottage into a year-
round home. The planned renovation will exceed regulatory and
conservation standards. She concluded by expressing gratitude
for the opportunity to present their commitment and plans.
Christina Willworth, abutter at 26 Wilson's Grove, stated she is
not opposing the 28 Wilson's Grove project but seeks to minimize
risks to her property. She noted she purchased her home 15 years
ago and has had a good relationship with her neighbors. Ms.
Willworth expressed concerns about not receiving the
construction methodology, potential changes in elevation due to
curbs, leach fields, and retaining walls, and the risk of water
overflow into her yard. She emphasized that erosion is a concern
given the close property lines and requested that the Commission
impose rigorous conditions to ensure safe construction, citing her
observations of nearby projects as context.
Page 13
