Town of Mashpee Conservation Commission
16 Great Neck Road North
Mashpee, MA 02649
o Commissioners emphasized the need for a consistent and transparent approach. One
commissioner noted that while it is possible to gather site-specific data on effluent
concentrations, any deviation from the current standard requires technical justification,
and care must be taken to avoid arbitrary case-by-case decisions that could create
friction or legal challenges. They stressed that a uniform method based on the number
of bedrooms or occupants per house could provide clarity for applicants while
maintaining environmental protection.
o Mr. Colombo suggested inviting Brian Horsley of Aztec to present on current
Innovative/Alternative (I/A) systems and reaching out to the Cape Cod Commission
and the agent network to collect literature and technical guidance. Commissioners
agreed that data gathering and literature review were critical steps before proposing any
formal changes to the regulation. The next quarterly meeting was tentatively scheduled
for November 20th, allowing sufficient time to prepare and review findings.
Commissioners also discussed sending Horsley relevant sections of Regulation 30 in
advance so he could tailor his presentation to the Commission's regulatory context.
o Members recognized the progress made in Mashpee with existing sewer and septic
regulations, noting that while water quality remains an issue, stricter local standards
and the promotion of I/A systems have significantly improved environmental
outcomes. There was general agreement that using the current regulatory framework
effectively, supplemented with new data and technical input, is the best approach to
further protect water quality.
MOTION: For a brief recess.
Motion by: Sandi Godfrey Seconded by: Richard Sahl
Vote: Motion passed by unanimous vote.
(Steven Cook, Sandi Godfrey, Paul Colombo, Richard Sahl)
MOTION: For to resume the Public Hearing.
Motion by: Paul Colombo Seconded by: Richard Sahl
Vote: Motion passed by unanimous vote.
(Steven Cook, Sandi Godfrey, Paul Colombo, Richard Sahl)
