Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Discussion <br /> New England Mountain Bike Association (NEMBA) public comment consideration <br /> o The Commission addressed public comments from the New England Mountain Bike <br /> Association regarding permitting at a site affecting the Coastal Bank and Mount Disturbance. <br /> The association indicated they lacked resources to file a Notice of Intent (NOI). <br /> Commissioners discussed possible solutions,including applying for Community Preservation <br /> Committee (CPC) funding under the recreation or open space category to cover the costs of <br /> preparing an NOI. <br /> o Members emphasized that while NOIs can be expensive and technically complex, regulatory <br /> requirements cannot be waived; the Commission has authority to waive only local by-law <br /> fees, not state fees. They suggested providing the association with past project examples to <br /> help estimate costs and exploring whether previously donated funds could be repurposed <br /> toward permitting expenses. Staff volunteered to contact the association first to gauge interest <br /> and, if pursued,would coordinate with CPC to answer technical questions. <br /> o The Commission also briefly discussed a separate property along the Mashpee River that had <br /> been under consideration for CPC funding. Members agreed to defer any substantive <br /> discussion about that property until the owner initiated a formal application. <br /> o The Commission received an update from Mr.McManus regarding CPC funding,confirming <br /> that it cannot be used for permitting or plan preparation. Commissioners discussed alternative <br /> funding strategies, such as the potential use of previously donated funds, but acknowledged <br /> limitations in applying CPC funding to NOI preparation for the Mountain Bike Association. <br /> Staff planned to follow up with the association to assess feasibility and interest in pursuing <br /> these options. <br /> Discussion <br /> • Associate Member to Full Time Commissioner Interview <br /> o The Commission proceeded with the formal interview of Seana Pitt, who was being <br /> considered for promotion from associate to full-time member. Mr. Kent referenced the Select <br /> Board Policy 001 interview form, which must be completed and submitted to the Town <br /> Manager's office. Ms. Pitt explained her motivation for seeking full-time membership, <br /> emphasizing her desire to contribute more substantially to protecting resource areas and <br /> influencing outcomes through voting authority. <br /> o She acknowledged that the role had required a steep learning curve due to the technical <br /> complexity of projects and regulatory knowledge, but she expressed confidence that her <br /> understanding of the process had matured sufficiently to allow meaningful participation. <br /> Commissioners confirmed that all members,including associates,were eligible to participate <br /> in the interview process. <br /> o Ms. Pitt continued her discussion about her experience as an associate member, emphasizing <br /> the steep learning curve associated with the technical aspects of the role,including regulations, <br /> bank and revetment considerations, and septic systems. She noted that while initial site visits <br /> were overwhelming, she now feels confident evaluating properties and forming informed <br /> opinions. She highlighted the intellectual challenge of the work and the value of leveraging the <br /> expertise of fellow commissioners, drawing parallels to her previous professional experience <br /> in problem-solving and team management. <br /> o Her attendance and engagement as an associate member were noted positively by other <br /> commissioners, who acknowledged her consistency in attending meetings and participating <br /> actively. She reported progress in her formal training,having completed five MACC 100-level <br />
