Proposed Raze and Rebuild <br /> Single-Family Dwelling with Septic System Upgrade (Representative: Cape & Islands) 43- <br /> 3364 <br /> • Represented by Raul Izardi of Cape and Islands Engineering, proposed to raise and rebuild <br /> existing single-family dwelling and upgrade the septic system. The project includes a denitrifying <br /> septic system and affects wetland resources located within 150 feet of the property, specifically a <br /> salt marsh, a coastal bank, and land subject to coastal storm flowage on an abutting property. <br /> Although the site itself is not in a flood zone, approximately 25 square feet of the proposed back <br /> deck falls within the 150-foot buffer zone. <br /> • Mr. Izardi explained that this encroachment would require mitigation. Fifty square feet of <br /> mitigation planting was required, and the applicants proposed 54 square feet, equating to four or <br /> five shrubs. In addition, the plan reduces the lawn area by approximately 1,400 square feet, <br /> lowering nitrogen levels from 15 ppm to 12 ppm. The proposed septic system meets Title V <br /> requirements, with a setback of 134 feet from the salt marsh, exceeding the state's 100-foot <br /> minimum. <br /> • Ms. Godfrey questioned the accuracy of the project narrative, noting it listed the existing house <br /> as a one-bedroom being replaced with a four-bedroom,yet claimed there was no increase in flow. <br /> Mr. Izardi admitted this was a mistake and confirmed there would indeed be an increase in flow. <br /> She also raised concerns about the absence of groundwater elevation data in the soil logs. Mr. <br /> Izardi clarified that while groundwater was not encountered at this property, adjacent site testing <br /> indicated the system would sit more than five feet above groundwater. <br /> • Discussion also turned to two oak trees on the property. One oak, split and leaning, would likely <br /> need to be removed for safety reasons, while the other along the fence line would remain. <br /> Commissioners also inquired about the pavers in front of the property, though details on whether <br /> they would be pervious or impervious were not available. Questions were also raised regarding <br /> lawn restoration over the septic system, with Mr. Izardi confirming lawn would be restored but <br /> subject to the condition that no more than 10% of the lot or 1,000 square feet be maintained as <br /> lawn, consistent with regulations. <br /> • The Commission confirmed that the septic's location in the rear of the property was preferable to <br /> placing it under hardscaped areas, given oxygen availability to the soils. <br /> MOTION: To close and issue an Order of Conditions for 2 Bayview <br /> Road including limiting lawn to no more than 10% of the lot, requiring <br /> two(2)years of monitoring for the 54 square feet of mitigation planting, <br /> and implementing standard lawn restrictions. <br /> Motion by: Richard Sahl Seconded by: Sandi Godfrey <br /> Vote: Motion passed by unanimous vote. <br /> (Steven Cook, Sandi Godfrey, Paul Colombo, Richard Sahl) <br />
