Proposed Construct of Single-Family home <br /> (Representative: Merrill Engineering and Land Surveyors) 43- <br /> 3367 <br /> • Represented by Tim Santos of MBL Land Surveyors and Engineers with landscape architect, <br /> Mark Mazzarelli. <br /> • Mr. Santos explained that the property, currently developed with a deteriorated single-family <br /> home, decks, driveway, and lawn, lies entirely within 150 feet of the coastal bank and adjacent to <br /> Nantucket Sound. Resource areas include the coastal bank itself, velocity and flood zones, and <br /> nearby wetlands. <br /> • The project proposes tearing down the existing house and constructing a new single-family <br /> dwelling with a pool and patio at the rear. All roof runoffs would be directed into dry wells. A <br /> new Title V septic system with nitrogen-reducing technology would replace the existing system, <br /> lowering nitrogen levels from 12.82 ppm under current conditions to 3.98 ppm under the <br /> proposala reduction of more than two-thirds. The septic system would be located more than <br /> 100 feet from the coastal bank. <br /> • Mr. Santos emphasized that the proposed rear deck would not extend closer to the bank than the <br /> current one, remaining 24.3 feet from the top of bank once reconstruction of the approved bank- <br /> repair project is complete. Mitigation calculations required 5,620 square feet, and the applicant <br /> proposed over 6,100 square feet of native planting. <br /> • Mr. Mazzarelli presented the planting plan, noting the challenge of blending native vegetation <br /> into the existing conditions. The design incorporated Cape Cod Cooperative Extension guidelines <br /> for spacing and species selection, focusing on filling understory areas while retaining existing <br /> tupelo and cedar trees. Planned species included serviceberry (Amelanchier), holly, rosebay <br /> magnolia, American dogwood, clethra, viburnum, winterberry, and Virginia sweetspire. He <br /> explained that the intent was to balance natural and built elements, enhancing stabilization and <br /> ecological value. <br /> • Commissioners raised concerns about the pool's location, approximately 30 feet from the top of <br /> the coastal bank. Mr. Santos noted the pool was set farther back than the existing deck and that <br /> the coastal bank restoration, approved earlier in the year, was scheduled to begin in October. He <br /> acknowledged that a lawn area was proposed in front of the pool but emphasized that lawn <br /> coverage would be reduced compared to the current 4,848 square feet on site. Commissioners <br /> suggested considering additional native shrubs instead of lawn to improve stabilization, and Mr. <br /> Santos agreed this could be discussed further. <br /> • Mr. Colombo sought clarification on pool dimensions, which were confirmed as 320 square feet <br /> with a depth of three to four feet for lap swimming. Other commissioners expressed continued <br /> unease with the pool's proximity to the erosion area, with one noting erosion had advanced since <br /> the last site visit, making the true distance appear less than 24 feet. Mr. Santos clarified that once <br /> the bank repair was complete, the measurement would indeed be 24 feet from the reconstructed <br /> bank to the deck. <br /> • When asked, Mr. Santos reported that lot coverage would be 17.2 percent. A commissioner <br /> expressed concern that the site, when viewed from the street, appeared unstable, particularly <br /> around the proposed garage area to the left of the house, where the land slopes down toward a <br /> neighbor's yard. Mr. Santos explained that no cutting into the bank would occur in that area; <br /> instead, the foundation would be dug into the slope with the grade naturally falling away from <br /> both the street and the neighboring property. <br />
