Guest: David Morris, Mashpee Building Commissioner.
Richard began the meeting with an extensive explanation of the new Demolition Delay
Bylaw which was recently passed at the May 2025 Town Meeting. The passing of such
a bylaw is intended to protect the aesthetic and historic resources of the Town of
Mashpee. Richard reviewed each section, step-by-step, to make clearer what the
Bylaw provides for- to protect buildings, structures, and sites which constitute a
historically significant structure. Throughout the lengthy discussion, Dave Morris added
his understanding and comments. As stated in the bylaw, the Building Department and
the Historical Commission will be working together to ensure that there are definite
procedures to follow before any demolition of a building or any historically significant
structure, over 100 years old, can take place. David Morris stated that his office had
already identified many homes that would fall under the new bylaw. Richard stated that
there are properties owned by the Tribe, properties in the Historic District area, and
properties on either the State or National Registers of protected properties, that do not
fall under this bylaw.
Richard made a motion to approve the MHC Minutes of January 9th, it was seconded
by Rosemary, and they were approved unanimously. The MHC Minutes of February
27th needed a correction to add the History Honor Society at MMHS who did the work
on the booklet to be published in commemoration of the American Revolutionary War.
Richard made a motion that we approve the minutes, seconded by Nancy, and they
were approved unanimously. Richard asked for me to send a copy of the January 9th
report to Arden Russell, CPC Chair.
Commissioner Reports and Updates:
Richard spoke with Kathy Mahoney, Director of the Mashpee Public Library, re the
Revolutionary War commemorative booklet. She offered to have another 200 copies of
the booklet reprinted for us; funds to be donated by The Library Trustees. Richard also
collected about 30 archival boxes of the Mashpee Enterprise which we do not have. He
has been researching names of soldiers for the new war memorial, and he has been
finding names in the old papers that he previously did not have
