Powers and Duties – The Town Clerk shall be the keeper of vital statistics for the town; the custodian <br />of the town seal; shall administer the oath of office to all persons, elected or appointed, to any town <br />office, except in the case of appointed employees, where, in addition to the Town Clerk, the <br />appointing authority is also hereby authorized to and may administer the oath of office; shall issue <br />such licenses and permits as are required by law to be issued by Town Clerks; supervise and manage <br />the conduct of all elections and all other matters relating to elections; be the clerk of the town <br />meeting, keep its records and in the absence of the Town Moderator or deputy Town Moderator to <br />preside at town meetings pending the election of a temporary Town Moderator. The Moderator, or <br />a designee of the Moderator, shall be responsible to review the minutes of all multiple member <br />bodies appointed by the Moderator. <br /> <br />To revise SECTION 6-2: SCHOOL COMMITTEE BUDGET by amending the first paragraph <br />of said section entitled “Public Hearing”, by inserting, at the end of said first paragraph, the <br />following new text: <br />Provided the town’s official website is functioning and operational, said notice shall also be <br />posted on the town’s official website concurrently with the notice in the local newspaper. <br />Only after all persons have had a reasonable opportunity to be heard at said public hearing, <br />the School Committee may close the public hearing and then take a final vote on the <br />proposed budget. <br /> <br />And by amending the second paragraph of said section entitled “Submission to Town Manager” by <br />inserting the italicized and bold text as follows: <br /> <br />The proposed budget adopted by the school committee shall be submitted to the Town <br />Manager at least twenty-one days before the date the Town Manager is required to submit a <br />proposed town budget to the Finance Committee, to allow the Town Manager sufficient time <br />within which to consider the effect the school department's requested appropriation will have <br />upon the total town operating budget that the Town Manager is required to submit to the <br />Finance Committee under this article. <br /> <br />To revise SECTION 6-3: SUBMISSION OF BUDGET AND BUDGET MESSAGE by deleting <br />the text in its entirety and inserting in its place the following new text: <br /> <br />On a date fixed by by-law at least sixty (60) days before the annual town meeting is scheduled to <br />begin, the Town Manager shall: <br /> <br />1. submit to the Finance Committee a proposed operating budget for the ensuing fiscal year <br />with an accompanying budget message, budget summary and supporting documents; and <br />2. place complete copies of the proposed operating budget, budget message, and budget <br />summary at the Mashpee Public Library and at Town Hall for public display and <br />examination; and <br />3. post the proposed operating budget, budget message, and budget summary on the town’s <br />official website for public access; and <br />4. publish in a local newspaper and on the town’s official website a Notice of the Availability <br />of the proposed operating budget, budget message and budget summary. The Notice of <br />Availability shall indicate the places and website address where the budget documents can <br />be accessed and examined by the public. The Notice of Availability shall be published in <br />two consecutive editions of the local newspaper; and <br /> <br /> <br />
