(coat. 08.07) (legacy Reg 25) <br /> Mr. Dibb explained that the property lies entirely within an AE flood zone (elevation 12) and that the only <br /> resource area on site is the flood zone itself. The proposed improvements would modernize the structure while <br /> ensuring compliance with flood regulations. The septic upgrade, which replaces an outdated leach pit with a <br /> nitrogen-reducing IA system and a new leach field maintaining a five-foot separation to groundwater, would <br /> significantly improve water quality without increasing flow under Title 5. <br /> He clarified that while the waiver request narrative referenced a full rebuild to meet flood code, the existing <br /> home would not be razed but retrofitted with flood vents to make it compliant. The proposed garage and <br /> addition total approximately 730 square feeta roughly 40% increase over the 1,800-square-foot home. This <br /> approach, he said, was more financially feasible for the homeowner than a complete teardown and rebuild, <br /> which could have nearly doubled the house's footprint. <br /> Mr. Dibb also noted that nitrogen loading would drop from approximately 13.3 to 9.5 kg/year, representing a <br /> measurable environmental improvement. <br /> Ms. Thombrugh thanked him for the detailed explanation and asked whether the septic upgrade was required <br /> due to other work or if it was voluntary. Mr. Dibb replied that it was triggered automatically by the building <br /> permit, given the home's proximity to wetlands. Ms. Thombrugh then raised concerns about the increase in <br /> impervious surfaces—approximately 765 square feet—and the planned removal of mature vegetation. She <br /> questioned whether the design could be modified to preserve more of the existing landscape,possibly by <br /> relocating the garage, reducing paved areas, or considering a gravel-based carport instead of a concrete slab. <br /> Mr. Dibb responded that the existing garage would be converted into living space, making relocation <br /> difficult, but agreed to discuss potential layout adjustments with the homeowner to reduce driveway size or <br /> 12 <br />
