Town of Mashpee Conservation Commission
16 Great Neck Road North
Mashpee, MA 02649
plans, and assurance that vertical boards or lattice would not impede sand flow beneath the deck. They also
suggested reinforcing erosion control measures beyond standard silt fencing due to high wind conditions,
possibly using staked waddles or double fencing.
Finally, commissioners requested that the applicants provide rationale for placing the elevated walkway
within the velocity zone, with Ms. Godfrey emphasizing that more explanation was needed before a
determination could be made. The applicants highlighted that the overall project reduces impacts to land
subject to coastal storm flowage by 366 square feet and strengthens the dune through restoration efforts, but
Ms. Thornbrugh indicated that while the information was sufficient to understand the project, she did not see a
compelling need for the new walkway in that particular velocity zone and questioned whether the project could
be revised to remove it.
252 Shore Drive, New Seabury—Fire Safety and Continuance
Commissioners continued their discussion of the elevated tent and walkways at 252 Shore Drive, focusing
on fire safety and egress. Ms. Pitt asked whether the removal of the two existing walkways would create safety
concerns, specifically regarding access to the front of the Poppy Inn from the tent. Maggie Brady clarified that
the proposed walkway under discussion would serve as part of a new egress path off the deck, functioning
alongside the existing ramp as a secondary accessible means of exit. This established the "compelling need"
for the walkway in terms of safety.
Given the outstanding questions, the commission agreed that revised plans would be necessary, including
limits of work, enhanced sediment and erosion control measures, additional landscaping notes, construction
methodology details, piling plans, and notes on the edges of raised structures regarding lattice or other features.
Commissioners also requested that the waiver request explicitly reference fire egress as a compelling need.
Due to these requirements, the hearing was continued.
MOTION: To continue 252 Shore Drive, Concert New Seabury to
October 23, 2025.
Motion by: Richard Sahl Seconded by: Sandi Godfrey
Vote: Motion passed by unanimous vote.
(Steven Cook, Sarah Thornbrugh, Sandi Godfrey, Seana Pitt, Richard
Sahl)
-------------------------------------------------------------------------------------------------------------------------------------------
NOI 37 Riverside Road, Seconsett Islan,Vito Meola. Proposed Septic System Upgrade. 43-
(Representative; Marsh Matters Environmental) 3370
Mike Ball, a wetland scientist with Marsh Matters Environmental, represented the property owner, Vito
Miola of Valley Construction LLC. The project involves replacing a failed cesspool with a denitrifying septic
system designed by Pete McEntee of Engineering Works. The property is a long, linear waterfront lot abutting
Little River, which connects Hamblin Pond to Waquoit Bay. Work is focused on the roadside of the house,
with mitigation areas between the house and the salt marsh.
The proposed soil absorption system is located outside the flood zone, while limited work within the flood
zone pertains only to components of the new system. The work area covers 565 square feet, with two
mitigation areas totaling 1,248 square feet to be revegetated with native sweet pepper bush. Nitrogen loading
calculations submitted after the NOI indicate a load of 6.7 ppm. Commissioners asked clarifying questions,
noting that the current two-bedroom classification of the house is being updated to three (or four) bedrooms to
match Board of Health determinations.
