Select Board <br />October 6, 2025 <br />Minutes <br /> <br />WATER QUALITY UPDATES <br />th <br />Chair Wyman-Colombo encouraged residents to search online for the September 18 <br />Sewer Commission meeting with Mark Drainville. Wyman-Colombo highlighted key <br />points from the meeting including <br />Phase 1 is now operational, with only minor issues being addressed. <br />Phase 2 (North) will include 747 parcels, with approximately 20% nitrogen removed. <br />Phase 2 (South) will include 393 parcels, with approximately 9% nitrogen removed. <br />Contract Completion by the end of 2027. <br />A Notice of Project Change (DEP Term) has been drafted and will be submitted with <br />early comments. <br />Phase 3 will focus on the Waquoit Bay Watershed <br />Phase 4 will focus on Great Neck Rd South. <br />The project remains on track for 2030 completion, consistent with the adaptive plan. <br />She reported that Drainville noted that the town has undertaken three active studies in <br />Waquoit Bay over the past nine months, including evaluations of potential private <br />treatment facilities. He cautioned that state regulations are changing, including a <br />reduction of treatment thresholds from 10 to 5. PFAS contamination and recharge <br />evaluations remain key issues across both watersheds. <br />Selectman Cotton raised a concern from a senior resident in Phase 1 who was unsure <br />how to access Community Development Block Grant (CDBG) funds for sewer <br />connection and whether they’d need to pay upfront. <br />Chair Wyman-Colombo suggested the Town make the CDBG link and contact <br />information publicly available and confirmed that CDBG funds can be used to help cover <br />connection costs. She added that residents can call Town Hall directly for assistance <br />and information. <br />Town Manager Collins stated he would follow up with the Wastewater Superintendent to <br />ensure someone contacts the individual directly. <br />In addition, it was noted that the Aqua Fund, which also supports sewer connections, <br />does not require an online application, although one is available, and offers assistance <br />based on income level. <br />14 <br /> <br /> <br />
