Sparkes noted that while a municipality <br />itself cannot be a 501(c)(3), a separate trust can be established with that status. This <br />structure could offer tax advantages, open new funding opportunities, and provide an <br />incentive for property donations—particularly unbuildable lots. <br />6 <br /> <br /> <br />
