MEETING MINUTES <br /> ZONING BOARD OF APPEALS <br /> WEDNESDAY, OCTOBER 8, 2025 <br /> Ms. Melinda Costello, with Weston and Sampson represented the Modification request for a solar <br /> project located at the subject location. Mr. Mike Patterson with NextGrid was not in attendance. <br /> The request is to construct five (5) carport solar structures at the existing storage facility. <br /> The hearing was continued from August to afford the applicant time to provide the Board with <br /> pertinent information necessary to allow the solar project to be constructed. <br /> Ms. Costello referred to Mr. Pesce's final comments in his letter dated September 7, 2025 <br /> regarding the decommissioning estimate associated with the project. Based on Mr. Pesce's <br /> comments, and the Board's request, the applicant has agreed to the inflation rate of 2.55% and <br /> agreed to reassess the plan every five years with the Town. <br /> Mr. Bonvie addressed the Board that he worked with the applicants regarding the <br /> decommissioning and O&M plan; after his research determined that the 5-year reassessment is <br /> satisfactory. <br /> The applicant has received the requested waivers from the Planning Board and were approved. <br /> Mr. Goldstein read the pertinent comments from the letter submitted by Pesce Engineering into <br /> the record. <br /> Mr. Morris commented that the applicants have satisfied his concerns,but stressed the importance <br /> of keeping the fire lane accessible and clean. He commended the applicant for cooperating with <br /> the Town. <br /> Mr. Furbush asked how the Town can oversee inspections of the O&M plan. Mr. Bonvie has some <br /> ideas that he would like to discuss with the Town Manager, and get some ideas from peer review <br /> consultants. <br /> Mr. Goldstein read the Town Planner comments August 11, 2025 into the record. There were no <br /> other department comments. <br /> Mr. Bonvie asked for comments from the audience. There were none. <br /> Mr. Bonvie asked for a motion to close the public hearing. Mr. Furbush so moved. Mr. Caggiano, <br /> second. All were in favor. <br /> Mr. Goldstein made a motion that the Board approve 868 Falmouth Road with the following <br /> conditions: <br /> 1. The Board has determined that the applicant meets all the conditions of a Modification to the <br /> existing Special Permit under Mass General Law 40A Section 9. <br /> 4 <br />
