4

Community Preservation Committee
Minutes
May 16, 2024
APPOINTMENTS & HEARINGS
Colton Atkinson; Mashpee National Wildlife Refuge (MNWR) Trail Improvement Project:
(continued)
The application entitled Mashpee Wildlife Refuge Trail Improvement Feasibility Study requests
$100,000 to provide an assessment of the costs and to determine whether the project is a
reasonable and effective use of Town funds and land. The project proposal does not require the
use of Town lands beyond public access that is readily available.
Mr. Atkinson indicated the feasibility study would provide information to implement the trail
network. As a recreation project, trails would become more accessible, and would create a safe
space away from vehicular traffic for recreational walking, jogging, biking and more. The
project would encompass an estimated 10 miles of pathways.
The project has been discussed with interest and feedback from the Planning Board and a
meeting is scheduled with the Conservation Commission for additional comment. Mr. Atkinson
also noted there has been favorable discussions with the Friends of the Mashpee National
Wildlife Refuge.
In considering this proposal it was recommended that Mr. Atkinson form a committee or partner
with an existing entity or perhaps a coalition of entities. It was suggested the Town Clerk be
consulted with respect to this regard. It was noted the application was signed off by the
Recreation Director and the Planning Department Head.
Town Meeting recently approved the Open Space & Recreation Plan update. This is a
recreational opportunity that would most likely complement the trail improvement project.
Mr. Atkinson indicated that he would meet with the Environmental Oversight Committee to gain
input, and consult the Town Manager for further support of the proposal. It is anticipated that
new information would be presented to the CPC at their June 20, 2024 meeting.
