6 <br /> <br /> <br />Community Preservation Committee <br />Minutes <br />August 15, 2024 <br /> <br />Meeting Reconvened: 7:08 p.m. <br /> <br />NEW BUSINESS <br />Review & Execute Memorandum of Understanding (MOU) for Parsonage Restoration Project; <br />CPA Funds in the amount of $400,000 was awarded at the May 2019 Special Town Meeting: <br />Town Manager Rodney C. Collins was in attendance with Carleton Hendricks, Vice Chair of the <br />Tribal Council to request the Community Preservation Committee’s endorsement of the <br />Parsonage Restoration project Memorandum of Understanding. The Select Board was noted to <br />have endorsed the MOU at their last meeting. <br />The Community Preservation Committee in 2019 was noted to have approved the funding <br />allocation of $400,000 to the May 2019 Special Town Meeting contingent upon the execution of <br />a Memorandum of Understanding. This is a partial source of funding for the Parsonage which <br />needs urgent restoration. As agreed, funds for this project are available and have been allocated <br />from the CPC 10% Historic Purpose Reserve. <br />The release of funds is subject to the recording of a Preservation Restriction to assure the historic <br />property’s intrinsic values would be preserved. Mr. Hendricks indicated in accord with CPA <br />requirements for public access, the Parsonage would be open to the public as the nearby <br />Mashpee Wampanoag Indian Museum. <br />The Community Preservation Committee reviewed the Memorandum of Understanding (MOU) <br />between the Mashpee Old Indian Meeting House Authority, Inc. (The MOIMHA) and the Town <br />of Mashpee for the Parsonage Restoration project. The former MOU expired by its own terms <br />on July 1, 2020. The new Term of MOU would go into effect immediately and shall terminate on <br />July 1, 2026. <br />Motion made by Ms. Waygan to approve and accept the MOU and authorize the Town <br />Manager to execute the document to expire; July 1, 2026, amending section 9A (IX. <br />General Provisions (a), the word Tribe to be replaced with the wording: Mashpee <br />Wampanoag Tribe. Motion seconded by Selectman Wyman-Colombo. <br />VOTE: 8-0.
