Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Phase Two Progress <br /> For Phase Two, Mr. Drainville highlighted the project's geographic areas: north of Town Hall <br /> (left slide) and south of Town Hall (right slide). All six contracts for the project received Notice <br /> to Proceed in September. Pre-construction meetings were conducted that month, followed by <br /> monthly progress meetings, four of which had occurred by October. <br /> Current focus areas include staging areas, construction schedules, and reviewing shop <br /> drawings for proposed project materials. Phase Two accounts for 29% of the TMDL goal for <br /> Popponesset Bay. <br /> Mr. Drainville also reviewed resident engagement. Three workshops were held: September 11, <br /> September 25, and October 9. Additionally, a facility tour was scheduled for October 16 from 4- <br /> 6 p.m., and a fourth resident workshop was scheduled the same evening at 7 p.m. He confirmed <br /> that the SRF application was submitted on October 1, meeting the October 3 deadline, and noted <br /> that the project will be included in the October 20 Town Meeting warrant. <br /> Mashpee Satellite Facility <br /> Moving on, Mr. Drainville provided updates on the Mashpee Satellite Facility. Three resident <br /> workshops were held on September 1 Ith, September 25th, and October 9th. A public tour of a <br /> similar facility was scheduled for that same day between 4 p.m. and 6 p.m. at the end of Amos <br /> Circle. Another workshop was scheduled for that evening at 7 p.m. <br /> He confirmed that the town submitted its State Revolving Fund(SRF) application on October <br /> 1 st, ahead of the October 3rd deadline. In addition, a Town Meeting article for the project was <br /> scheduled for October 20th. <br /> Watershed Management Plan <br /> Mr. Drainville then discussed the Watershed Management Plan update, also referred to by the <br /> Department of Environmental Protection (DEP) as a"Notice of Project Change." This document <br /> updates the original 2015 plan. Comments have been received on the draft phasing plan from <br /> multiple town departments and commissions. He recently completed a review with the DPW, <br /> and the next step will be incorporating all feedback into a revised phasing plan for the <br /> Commission's review. Once consensus is reached, the plan will be submitted for NEPA review <br /> (National Environmental Policy Act). Following submission, the process will include two public <br /> comment cycles before a final certificate is issued. <br /> When asked by the Chair when the submission was due, Mr. Drainville clarified that there is <br /> no strict due date. However, he hopes to return next month with the revised phasing plan. The <br />
