Town of Mashpee Conservation Commission 16 Great Neck Road North Mashpee, MA 02649 • Neither the existing tank nor the new chamber is expected to experience buoyancy issues, even during flooding, because the structures and stored liquid provide sufficient weight Tree Root Impacts and Erosion Controls Chair Cook asked about potential impacts to the nearby oak trees. Mr. Ball stated: • The system footprint largely overlaps the existing system • Most excavation will occur within previously disturbed ground • Some uncertainty remains about root impacts, and he agreed this may warrant a condition He also agreed to install erosion controls—specifically silt socks or hay wattles—along the downgradient (Uncle Henry's Road) side of the site, noting that full perimeter controls would interfere with equipment access. Future Flooding Considerations Mr. Colombo reviewed"exceeding soils"mapping for 2030 and noted that water levels in this area are projected to rise. He concluded that raising the system as proposed is the only viable option. The system's design elevations were confirmed as: • 4.2 feet above estimated high groundwater • 5.6 feet above a standard reference groundwater elevation Conditions and Order of Conditions Staff recommended including Regulation 31 (Lawn Standards) and noting erosion control and tree-impact requirements explicitly. Conditions were outlined prior to the Commission motion. Conditions included: Tree Root Impacts: • If excavation exposes or damages tree roots, staff must be notified. • If a tree is significantly impacted or requires removal, a remediation planting plan must be submitted and approved by staff. Erosion Controls: • Install silt socks or hay wattles along downgrading sides (Uncle Henry's Road and abutting property line). • Must accommodate construction equipment access. Regulation 31 (Lawn Standards): • Lawn restoration must return the area to existing conditions. MOTION: To close an issue for 31 Nick Trail with the following conditions: 1. Once digging begins, notify staff if tree roots are encountered; mitigation required if trees impacted; 2. Silt fence (socks) along downgrade edge; 3. Regulation 31 lawn standards; lawn restored to existing condition; and 4. Additional mitigation if tree removal becomes necessary.
