Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> He agreed to confirm whether the house is seasonal and evaluate whether occupancy would remain minimal <br /> until sewer becomes available. <br /> Sewer Timeline and Septic Requirements <br /> Chair Cook stated that, contrary to what the applicant was told, sewering in this area is not"months away" but <br /> rather years away. <br /> He emphasized: <br /> • The Commission cannot approve a house that would be left without a functional septic system. <br /> • If approved, a new septic system would likely be required before occupancy. <br /> Mitigation and Lawn Area <br /> Chair Cook also questioned whether the "lawn" area closest to the salt marsh could be converted to mitigation <br /> rather than turf. Mr. Dibb agreed that the plan could be revised to reduce lawn area. <br /> Nitrogen Loading Calculations <br /> Chair Cook questioned the value of nitrogen calculations that do not incorporate unknowns about the leach <br /> pit's construction or condition. Mr. Dibb explained that nitrogen calculations are based on flow, not system <br /> design, and that septic tanks themselves offer minimal nitrogen reduction. <br /> Staff Recommendations and Board of Health Clarifications <br /> Mr. McManus recommended: <br /> • Adding a cobble edge to the lower side of the pervious driveway. <br /> • Considering a catch basin for the primary driveway or converting it to pervious surface to reduce runoff <br /> toward Shoestring Bay. <br /> He then addressed the Board of Health issue: <br /> • He has just received a letter from the Board of Health stating that any new home must meet BOH <br /> standards, which includes requiring an IA system. <br /> • This contradicted the builder's earlier verbal representation that the existing pit could remain. <br /> Mr. McManus also described recent stormwater improvements along Mashpee Neck Road near Shoestring <br /> Bay, noting the importance of runoff reduction. <br /> Given unresolved questions, including flood-compliant foundation details, septic requirements, sewer timing, <br /> mitigation adjustments, and revised architectural plans—the Chair asked the applicant whether they wished to <br /> continue. <br /> MOTION: To accept the continuance of the hearing for 367 Mashpee Neck Road to <br /> December 11, 2025. <br /> Motion by: Sandi Godfrey Seconded by: Richard Sahl <br /> Vote: Motion passed by unanimous vote. <br /> (Steven Cook, Paul Colombo, Sandi Godfrey, Richard Sahl) <br /> 6 <br />
