Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Flood Elevation, Resiliency, and Waiver Request <br /> Mr. Dibb reviewed 2070 flood exceedance maps. Based on the back corner of the house, he projected a future <br /> flood elevation of approximately 16. The proposed home's first floor elevation will be 17, with all utilities also <br /> set at 17. <br /> Compared to the existing structure: <br /> • The current house's first floor is at elevation 14, with a basement vulnerable to flooding. <br /> • The rebuilt structure represents a significant resiliency improvement. <br /> Because the project increases development within the 0-75 ft buffer, a waiver was submitted, and Mr. Dibb <br /> stated he was prepared to walk through it if the Commission wished. <br /> Discussion: <br /> Distance to Shoestring Bay <br /> Mr. Colombo asked for the distance between the bay shoreline and the proposed southeast corner near the <br /> ramped driveway. <br /> Mr. Dibb estimated: <br /> —40 ft to the salt marsh edge <br /> • —20 ft from the salt marsh to the buffer line <br /> • —75 ft from the buffer line to the foundation <br /> Total—130 ft from shoreline to foundation. <br /> Vertical Walls in V-Zone/Foundation Compliance <br /> Mr. Colombo cited REG-25, Performance Standard 6, which prohibits vertical walls within the coastal A zone <br /> and particularly within 150 feet of a coastal water body and because this site is partly within a velocity zone, <br /> requirements are even stricter. He expressed concern that a modular home placed on a standard vertical <br /> foundation wall may violate this regulation. <br /> Mr. Dibb acknowledged the issue and asked for clarification on the proper interpretation so the foundation <br /> design could be revised. <br /> Driveway and Landscaping Questions <br /> Ms. Godfrey questioned the necessity of the second driveway, suggesting additional mitigation landscaping <br /> could be placed there instead. Mr. Dibb responded that the second drive provides direct access to a lower-level <br /> door, matching the existing configuration, and that regrading will reduce pooling and improve resiliency. <br /> Architectural Plan Mismatch <br /> Chair Cook raised several discrepancies: <br /> • No overhead garage door is shown on the architectural drawings. <br /> • No flood vents are shown. <br /> • The foundation details on the architectural plans do not match the site plan. <br /> He stated these elements must align for the Commission to properly review the proposal. He also noted that no <br /> septic tank is shown on the plan. <br /> Leach Pit Confirmation <br /> Mr. Dibb stated that all available information indicates the system is a single leach pit with no septic tank or <br /> distribution box. <br /> 5 <br />
