SELECT BOARD <br /> Minutes—Regular Session <br /> November 17,2025 <br /> • Open Space Discount Option was reviewed. <br /> 0 Not recommended; low land value makes additional incentives impractical. <br /> 0 No Cape Town currently awards this due to low fiscal impact. <br /> • Small Commercial Exemption and Tax Split were reviewed. <br /> 0 Not recommended; low percentage of commercial/industrial property(<10%) in Town. <br /> 0 Would mostly benefit landlords, as opposed to small businesses directly. <br /> 0 Would require shifting burden to residential ratepayers for minimal Town-wide impact. <br /> • Some Board members argued in favor of increasing the exemption, citing the following: <br /> a Economic hardship, increasing property values, and need to support year-round, lower- <br /> and middle-income residents. <br /> o Food insecurity and rising costs of living (utilities,groceries, property tax) putting strain <br /> on residents. <br /> o Capital projects(police station,wastewater initiatives)creating future potential for higher <br /> taxes. <br /> o Other Cape towns are offering higher exemptions (25-35%). <br /> • Some Board members argued in favor of keeping the exemption at 20%; citing the following: <br /> o Increases to the exemption would be more beneficial in the future, when new bond- <br /> related tax increases hit. <br /> o A substantial 15%adjustment was already offered last year; prefer measured approach. <br /> 6.
