Review of Reauest for Allocation of Ambulance ReceiDts for the Purchase of Lifepak 35 and LUCAS
Devices
Request& Reasoning
• Request for approval to execute a contract in FY26 for the purchase of mission critical Fire
Department equipment in FY27 using funds allocated from ambulance receipts.
• Department is seeking to purchase 8 units total (4 Lifepak 35 devices and 4 LUCAS CPR devices).
a Three of each type of device would be "replacements"for old units, and I of each device
would be an additional unit.
o Funding far the 3 LUCAS device replacements was already approved in FY26 in the amount
of$72,000.
• The request from ambulance receipts is $221,831.92, which is the total cost of the 8 units
($293,831.92) less the $72,000 already allocated, which will be applied as the down payment.
• Ambulance fleet currently consists of 4 ambulances; 3 in current service and 1 backup.
• Current equipment consists of 3 existing cardiac monitors which are 1.5 years from end-of-life.
• Funding would typically have been requested during the FY27 CIP cycle, but favorable terms
prompted the Department to make this early request for approval.
Vendor& Procurement Details: Devices are supplied by a vendor not on MA State Contract but on an
alternate governmental contract, which allows purchase without formal bid process.
Financial Structure
• Cost for 3 new Lifepak monitors would be$65,000 each.
• Vendor offer guarantees delivery of equipment now,with$72K deposit, and balance not required
until after July 1, 2026 (FY27). $72,000 available in current FY26 budget to be used as down
payment.
