Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Members reviewed potential dates and determined that scheduling a quarterly meeting in February or <br /> March would lead to an undesirable sequence of back-to-back meetings. They also considered reducing the <br /> total number of quarterly meetings if regular agendas become lighter in the coming year. After discussion, <br /> the Commission agreed that quarterly meetings should be held on April 16, July 9, and November 5. These <br /> dates provide appropriate spacing between regular hearings, avoid overlapping with staff vacation <br /> schedules, and minimize the likelihood of consecutive meeting weeks. <br /> Process for Ad Hoc Meetings <br /> A member asked whether the Commission could schedule an additional meeting if necessary for <br /> discussion items outside of permitting. Staff explained that any meeting must have an agenda posted at least <br /> forty-eight hours in advance in compliance with the Open Meeting Law. Newspaper advertisements are <br /> required only for permitting matters,meaning non-permitting or policy-related meetings may be scheduled <br /> with greater flexibility. Staff also noted that if an urgent matter arises, it could be added to a regular meeting <br /> agenda. <br /> Calendar Invites <br /> A request was made for staff to send out a consolidated set of calendar invitations once the 2026 schedule <br /> is finalized. Staff agreed to explore whether the Town's systems allow for Google calendar invites,noting <br /> some possible limitations due to security protocols,but stated they would look into options. <br /> Final Agreement <br /> The Commission reached consensus on both the 2026 regular meeting schedule and the quarterly meeting <br /> dates. Mr. Baumgaertel explained that his division <br /> oversees three core programs: the Massachusetts Alternative Septic System Testing and Technology Center <br /> (MassTC), which evaluates innovative/alternative (VA) systems; the Cape Cod Aqua Fund, which provides <br /> low-interest loans to help homeowners replace failed or failing septic systems; and the newer Septic Utility <br /> Program, which is intended to support long-term monitoring and maintenance of installed systems. <br /> Mr. Baumgaertel outlined the main paradigms for wastewater infrastructure at the watershed scale. <br /> Traditional centralized sewering transports wastewater from many properties to a treatment plant and disposal <br /> location.
