Town of Mashpee Sewer Commission t 16 Great Neck Road North Mashpee, MA 02649 WASTEWATER SUPERINTENDENT UPDATE Wastewater Superintendent's Report—Jared Meader Clarification of Monday's Meeting Error • Mr. Meader began with an apology for confusion regarding a previously scheduled meeting. o A last-minute agenda had to be posted for a new Monday meeting, related to easement approvals and takings for private roads involved in sewer construction. o The town's legal counsel, KP Law, had worked quickly and carefully to address easements on individual properties, but initially overlooked private road segments. o Rather than rush approval during this meeting, it was decided to schedule a special meeting, allowing time for public input and transparency. Letter Signing Clarification • Mr. Meader clarified a procedural question raised previously about signing letters issued by the Sewer Commission. o While individual members had concerns about personal liability, it was confirmed that: ■ All such letters are issued under the authority of the board, not personal endorsements. ■ The board may delegate signing authority to the Superintendent, if desired. Easement Process Summary • Mr. Meader confirmed that: o All necessary public notifications had been handled. o Easement votes were properly taken. o Follow-up letters to residents are being distributed. 40B Commons Project—Wastewater Department Comments Mr. Meader noted that he had submitted a separate memo regarding the 40B Mashpee Commos project, highlighting: • He conducted a high-level review of capacity and wastewater infrastructure at the site. • His primary concern was that the developer should not bypass the variance process, especially given the town's major investments in water quality restoration. • He referenced Chapter 108 (Neutral Flow By-law),which limits development to one bedroom per 10,000 sq.ft. of lot area without a variance. o Because the project exceeds this density, Mr. Meader urged that they submit for a variance so that the Commission can carefully review environmental impacts and system compatibility. Community Outreach Efforts Mr. Meader and Ashley Fisher(Water Quality Coordinator) have been actively involved in homeowners' association (HOA) meetings to maintain communication with residents affected by upcoming infrastructure phases: • Saturday Outreach Events (upcoming): o Pirate's Cove HOA at 9:00 AM, at the southern beach area o Save Mashpee-Wakeby Alliance at 12:15 PM, at Camp Farley These sessions are part of ongoing efforts to provide accurate, responsive, in-person updates to the community.
