Town of Mashpee Sewer Commission t 16 Great Neck Road North Mashpee, MA 02649 Surveyor Confusion and Property Concerns Mr. Meader addressed concerns raised by residents about unexpected surveyors showing up on private property: • The surveyors began work early, prior to formal notice, because GHD instructed them to prepare to move quickly once the green light was given. • Although the firm's intent was helpful,the public was not informed, which led to surprise and confusion. • The town has since implemented a new requirement: o Surveyors must leave written notice (e.g., door hangers) even if they do not speak directly with the homeowner. Chair Harris appreciated the corrective follow-up now underway. Public Communications and Design Renderings Mr. Meader confirmed that, following the Select Board's recent approval,the town is now authorized to: • Initiate formal public outreach regarding the satellite treatment facility and associated design proposals. • Begin preparing artist's renderings of proposed infrastructure and landscapes. Chair Harris asked for clarification on how much detail is available in current design documents, and whether these could be shared with the public. Mr. Drainville responded: • Technical design plans are typically too complex for public understanding so, instead, GHD will produce visual renderings (images, diagrams, and illustrations) suitable for public review. o These will depict structures, piping(above/below grade), landscaping, and building footprints. • Similar visual aids were produced for the Phase 1 treatment facility, including pump stations and landscaping, and will be prepared again for this phase. Funding Timeline and SRF Requirements • The town is attempting to complete all necessary documentation and approvals to secure SRF funding for 2026. It was noted that: • The federal government has proposed a 90%cut to SRF funding in the next fiscal year. • Therefore, securing funding this year is crucial, as future availability is highly uncertain. • Both the Mashpee-Wakeby cluster system and Phase 2 of the sewering project are currently guaranteed funding if deadlines are met. Failure to meet SRF deadlines would result in: • Loss of 25% loan forgiveness • Increased interest rates • Loss of access to favorable state support The town is working diligently to meet these milestones and secure optimal funding for residents.
