Town of Mashpee Sewer Commission t 16 Great Neck Road North Mashpee, MA 02649 (PowerPoint) Request to Set Date for a Special Meeting on July 31, 2025, Regarding Phase 2 Contracts July 31, 2025, Meeting • Milestone: Last Bid Opening with a Target Date of July 24, 2025 • Milestone: GHD review of Bids with a Target Date of July 25-July 28, 2025 • Milestone: Wastewater Management meeting to determine recommendations with a Target Date of July 29, 2025 • Milestone: Sewer Commission Meeting with a Target Date of July 31, 2025 • Milestone: Submission of Authorization to Award paperwork to SRF with a Target Date of August 1, 2025 • Milestone: SRF review of paperwork and issuance of authorization to award with a Target Date of August 3-15, 2025 • Milestone: Contractors sign contracts (up to 6 contractors) with a Target Date of the Week of August 18, 2025 • Milestone: Town sign Contracts with a Target Date of the Week of August 25, 2025 • Milestone: Deadline to submit signed contracts to SRF with a Target Date of August 31, 2025 Chair Harris commented that the aggressive dates are so that the SRF Funding is not lost. Contract Ops Selection Wastewater Superintendent Meader stated that the contract ops (hiring a private firm to operate the facility a/k/a manpower to operate). Bidding process commenced and three (3) people pulled requests for bids, two (2) submitted actual bids (Violia and Weston & Sampson). Committee reviewed the bids and interviews at the Town Hall as well. Town Manager awarded Weston & Sampson the contract. Paperwork is going out to Weston & Sampson for them to sign and then it will be returned for the Town Manager's signature. Weston & Sampson have already visited the plant a number of times and put together a plan. Hopefully within a week (of this June 5, 2025, Sewer Commissioner's meeting) Weston & Sampson will start. Commissioner Lyons asked if the tanks have remained flooded with clear water. Wastewater Superintendent Meader answered that they have been. Chair's Report Chair Harris addressed the issues surrounding the 90-day timeline for the hookup and $5,000.00 per day fine. The 90-days are required because flow needs to begin into the plant. When the Committee looked at the Rules and Regulations, other time frames were looked at as well. The 90 days is an important issue so that the bugs can be fed and in order for that to happen, the waste water needs to be moving in there. Regarding the fines, which happens when residents say they are not going to participate. Assurances need to be given to those residents that are, in good faith, working with vigor to accommodate their hookup. Penalization will not happen if residents are working to be a part of the system. Solutions to problems need to be addresses as this moves forward so that residents feel that they are informed of the process and Sewer Commissioners can help bridge the gap between staff, Town, and residents
