Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> • Milestone: Ground Water Discharge Permit (GWDP), Mass Historical and Easements all <br /> expected by Target Date of early June 2025. <br /> • Milestone: Last Bid Opening with a Target Date of July 24, 2025 <br /> • Milestone: Submission of Authorization to Award paperwork to SRF with a Target Date <br /> of August 1, 2025 <br /> • Milestone: Deadline to submit signed agreements to SRF with a Target Date of August <br /> 31, 2025 <br /> Commissioner Lyons moved to make the Motion to give permission to GHD to advertise and <br /> proceed to the bid phase prior to receiving permission from the SRF program. Vice Chair <br /> seconded the motion. No discussion. Motion passed by unanimous decision. <br /> (PowerPoint) <br /> Watershed Management Plan (2015) Update (Notice of Project Change) <br /> Summary: <br /> 1. Presentations were given to the Select Board (January) and Sewer Commission <br /> (February) <br /> 2. Comments received from both presentations and from DPW <br /> 3. Two comments involve phasing of the sewering plan —Great Neck Road South questions <br /> and questions from DPW regarding phasing as it is related to roads that have been <br /> recently paved <br /> 4. Great Neck Road South <br /> a. Blue area (on map titled "Sewer Phasing in the Central Part of Town") are part of <br /> phasing plan — Phase 5 currently but this is a draft so it can be moved to an <br /> earlier phase. <br /> b. Windchime (which is a development that has its own Wastewater Treatment <br /> facility) has failed its nitrogen limit 4 out of 12 months and is somewhat <br /> precedent setting. <br /> Commissioner Lyons commented that the critical issue is that it is polluting the river. <br /> Commissioner Erickson asked if the failure occurred during the four (4) summer months. Mr. <br /> Drainville answered that it was sporadic and was not exactly seasonal. Chair Harris stated that it <br /> is not known yet if it is advantageous to take over private facilities. Mr. Drainville stated that an <br /> option would be to make the private facility a pumping station but he stated that he is not <br /> aware of what type of treatment facility is at Windchime. Mr. Drainville continued and stated <br /> that the current plan addresses any private facility that is treating 10mg per liter for total <br /> nitrogen is being looked at as "addressed" because it is receiving a form of treatment, although <br /> some may not be treating as well as the Town would like them to. <br /> 5. Next Steps—coordinate with DPW and make adjustments to phasing <br />
