Capital Improvement Program Committee <br /> Meeting Minutes <br /> December 11, 2025 <br /> Timellne: Project must move forward to maintain Town-wide schedule for compliance and <br /> ongoing construction/development. <br /> Sludge Removal: <br /> • Problem: PFAS/PFOS contamination limits regional sludge disposal options(RI sites closing to MA; <br /> state/federal restrictions growing). <br /> • Solution: Incorporate ewatering system at location TBD (enables burning or alternative <br /> disposal). <br /> Site Considerations: <br /> • as Site: Remains the only viable non-conservation Town land (surrounding lots either highly <br /> restricted or developed); ammo bunker precludes large gatherings but does not preclude facility <br /> construction. <br /> • Recharge Challenge: Usable conservation land nearby, but legal and political barriers substantial; <br /> possibility of future recharge on Town conservation land (partially restricted parcels discussed), <br /> with strong awareness of anticipated public opposition based on lessons learned from prior <br /> projects. <br /> • Alternative Recharge: Potential (if last-resort) use of an abandoned Air Force remediation facility <br /> for recharge,but would entail crossing conservation land;support from Conservation Commission <br /> would be critical. <br /> • Ongoing Dialogue: Discussions with Joint Base Cape Cod, other municipalities, and DEP around <br /> co-location/responsibility for regional sludge plant(potentially on base). <br /> • Community Impact: Commitment by project leadership to proactive outreach and full disclosure <br /> once final sites identified. <br /> Additional Discussion: <br /> • Funding Sought: Design-phase(cost padded fortesting and legal work; may be leftover depending <br /> on actual site feasibility and findings). <br /> • Impact on Infrastructure Projects: Coordination with state for roadwork (Route 151)—plan to <br /> install pipe sleeve in anticipation,to avoid future disruptions. <br /> Phasing/Service Areas: <br /> • Service Priorities: Sewer expansion to trailer parks, MMHS, Breezy Acres (goal is to remove from <br /> Mashpee Commons system due to high cost), high-density areas near John's Pond. <br /> • Buildout:Approximate initial service to 400-800 units depending on recharge approvals. <br /> • Existing Private Treatment Systems: Town open to incorporating (Southport, Willowbend) if <br /> private owners pay required upgrades to aging systems. <br /> NEXT SCHEDULED MEETING <br /> 6.
