The stated <br /> purpose of the Annual Public Hearing, as required by the Community Preservation Act, is to gather <br /> feedback from residents regarding community priorities, including how Preservations Funds should be <br /> allocated. <br /> • The discussion opened with reflections on the CPA program in Mashpee. Chair Russell noted <br /> that CPA funds have been instrumental in supporting affordable housing, historic preservation, <br /> open space protection, and recreation. She emphasized the importance of continuing to educate <br /> the public on how CPA funding works and ensuring residents understand the value it brings to <br /> the community. <br /> o Mashpee's program is funded by a 2% property tax surcharge, reduced from 3% to <br /> redirect 1% into the Wastewater Fund. The state supplements local contributions with <br /> matching funds that fluctuate annually. <br /> o Mashpee adopted the program in 2005, the Community Preservation Committee (CPC) <br /> has raised more than $23 million locally, with about $9.5 million in state matches, <br /> totaling roughly $32.7 million. Funds support four eligible categories: Historic <br /> Preservation, Recreation, Affordable Housing, and Open Space <br /> 1 <br />
