CPC later funded a $210,000 playground for
the site, with $100,000 more coming from donations. The project anticipates more than 40
children living there.
• Breezy Acres Housing Authority Property: CPC provided funding for renovations, including
new siding, roofs, and windows, which significantly improved the property's appearance and
energy efficiency.
Land Bank History and Open Space Protection
• Before the Community Preservation Program, Cape Cod had a land bank that allowed towns to
purchase/provide funding for open space purchases.
• When the Community Preservation program was adopted by Mashpee, the Land Bank was
"folded in"to the CPC. CPC was then responsible for paying the remaining debt on properties
that were purchased and financed. It assumed $15 million in land bank debt.
• Established in 1998, with the land bank funds, CPC secured 621 acres of open space, 274 of
those acres were in the Mashpee National Wildlife Refuge.
• When CPC was created,. Since then, CPC has funded the protection of another 132 acres,
including Pickerel Cove, Santuit Pond, Chopchaque Bog, Mingo Conservation and 475 Nathan
Ellis Highway. Overall, CPC has dedicated more than 50% of its funds to open space,
preserving over 760 protected acres in total a major conservation achievement.
Application Process for CPC Funds
• CPC reviews project applications and makes recommendations, but final approval rests with
town meeting voters. Because Mashpee holds two town meetings annually, there are two
funding rounds. Applications must be submitted well in advance for review and inclusion in the
warrant.
• The next town meeting is scheduled for May, and applications are due on the 1st Friday in
November and for 2025, this falls on Friday,November 7, 2025, at 4 PM. The committee
encourages early submissions and reassures residents that uncertain projects can still be
submitted for eligibility review. Guidance is also available from the state coalition on
comparable projects.
3
