Ms. <br /> Wyman-Colombo stated that the purpose of the application was for the opportunity to buy something <br /> that arose then there would be funds within the Trust and would be able to respond to purchasing <br /> something immediately.A member noted feasibility studies should be undertaken. Ms. Waygan stated <br /> that two conditions should be met (1) Reporting to the CPC and(2) Follow the HPP(Housing <br /> Production Plan)_when funds are expended. <br /> • Trust must provide fund balances, commitments, and expenditures. <br /> • No approval until documentation is complete. <br /> First Pentecostal Church <br /> The church—located in the historic district—submitted a request for exterior restoration work. Members <br /> discussed the complexity of funding historic work on religious properties. Like all historic projects, CPA <br /> funds would require a historic restriction and compliance with the Secretary's Standards. <br /> The committee debated whether the project could meet the Massachusetts anti-aid amendment, which <br /> prohibits public funding of religious institutions unless the use is demonstrably non-sectarian. Members <br /> discussed requiring the applicant to produce a 12-month calendar of non-sectarian community activities. <br /> Town Counsel review will be requested before further consideration. If Counsel determines that certain <br /> exterior elements are eligible, the applicant may be required to resubmit an adjusted budget. <br /> OLD BUSINESS <br /> • Update on Open Space and Recreation Plan <br /> Town Planner Brian Tobin provided an update on the Open Space &Recreation Plan,now on a 10-year cycle <br /> under updated state regulations. The plan is essential for state acquisition grants. Mr. Tobin is drafting a custom <br /> RFP,noting that Mashpee lacks prior RFP to model. He anticipates a 90-day bid window and a 12-month plan <br /> development period,with flexibility for final revisions. It was noted that the original application was drafted by <br /> Alex Zollo and David Weeden from Environmental Oversight Committee. Ms. Barbee asked if the EOC would <br /> weigh in and Mr. Tobin responded that they likely would. <br /> • LCP (Local Comprehensive Plan) is a top priority <br /> • HPP(Housing Production Plan) is very technical <br /> • New 10-year cycle required by state. <br /> • Up-to-date plan required for state acquisition funding. <br /> • Draft RFP underway; no prior template exists. <br /> • 90-day bid; 12-month development timeline. <br /> 5 <br />
