Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> connected, final control testing cannot be done. Substantial completion for that station is <br /> currently targeted for January 11, although delays in power hookup may impact that timeline. <br /> Mr. Nair asked what"substantial completion"means and Mr. Drainville clarified that <br /> "substantial completion"means the Town has beneficial use of the facilities, and punch-list items <br /> are still covered and expected to be finished before final completion. <br /> Phase Two Progress <br /> Mr. Drainville reported that Phase 2 is now beginning, with contract start and end dates noted for <br /> all segments. Contract 1handled by the same contractor who is finishing Phase 1—has already <br /> begun tree clearing and excavation for the administration building and sand beds. Other <br /> contractors are mobilizing and preparing materials. Contract 5 (Robert B. Our) is the first <br /> scheduled to begin physical roadway work, tentatively the week of December 15. Most <br /> remaining Phase 2 contracts will begin after January 1. Mr. Drainville confirmed that Phase 2 <br /> accounts for an estimated 29%total nitrogen reduction. <br /> RESIDENT LETTERS & LATERAL CONNECTION PROCESS <br /> Mr. Drainville outlined the forthcoming resident communication effort. A letter is being mailed <br /> to approximately 1,200 affected Phase 2 property owners, accompanied by a flyer explaining the <br /> process for locating sewer laterals. Contractors will place a green stake on each property <br /> showing the proposed lateral location. Residents may request a different location by placing a <br /> flag (provided to them) at an alternative spot; the green stake must remain in place. <br /> Commissioners emphasized that stakes should not be removed, as they serve both as the <br /> engineer's proposed location and as a critical reference point for future private installers. Mr. <br /> Drainville explained that resident representatives and contractor staff will be available to discuss <br /> concerns in the field. Upon completion of each lateral installation, contractors will provide the <br /> Town with a tie card, which documents the exact lateral location so that utility installers know <br /> where to connect. Mr. Drainville explained that the contractor will place the green stake and <br /> leave a flyer or door hanger at each property with contact details for both GHD (or Apex, <br /> depending on the contract) and the contractor, so there are multiple ways for residents to <br /> communicate questions or request a different location. There was a brief reference for future tie <br /> cards that will ultimately show the exact lateral location. <br /> SEWER COMMISSION WEBSITE— STATUS & THREE-WEEK LOOK-AHEAD <br /> Mr. Drainville walked through recent updates to the Sewer Commission website. Under item <br /> "6. Sewer Project Status,"the Town has updated information on all current phases, including <br /> Phase 2 descriptions and a section labeled"Phase 2 construction project schedules." The intent is <br /> to post narrative updates describing where work is occurring, including road detours.
