Ms. LeClair moved to approve the September 2025 <br /> Warrants, as discussed, seconded by Mr. Klein. Motion carried. 3-Ayes, 0-Nays. <br /> 4. Executive Director's Report& URdates: Ms. Conn reported that there is one vacancy at <br /> Homeyer,due to a transfer. There are two vacancies at Asher's Path,whereas one applicant <br /> is waiting for their raft application to be approved, and the second it is waiting for the <br /> flooring vendor to schedule replacement. There are eight outstanding rents, four from <br /> Breezy Acres, two from Homeyer, and one from Great Cove; six tenants are under <br /> repayment agreements, one court case, and one tenant was just issued a 30-day notice to <br /> quit. The Ad in Staff recently attended the MassNAHRO Conference and the One Cape <br /> Summit, both very informative conferences. The Maintenance department will be fully <br /> staffed soon with a part-time employee beginning on October 20 working 24 hours per <br /> week,and a full-time candidate will begin in the middle of November. Ms. Conn reviewed <br /> the quotes received for the mold re mediation and restoration project at Breezy Way. Mary <br /> LeClair moved to award teeontract to John Kennedy Co., in the amount of <br /> $9,445.00, seconded by Mr. Klein. Motion carried. 3-Ayes, 0-Nays. Mr. Klein inquired <br /> about the Roof Replacement Project for Homeyer Village,and Ms. Conn reported that they <br /> are waiting for a design architect to be assigned by EOHLC. The Massachusetts Broadband <br /> Institute has performed a site visit with Co cast to begin planning the installation of fiber <br /> optic cable at Homeyer Village. The Town Sewer Hook Up for Asher's Path is complete <br /> with a minor repair needed. <br /> 5. Old Business: Mr. Klein reported that there was a joint meeting with CPC and the <br /> Affordable Housing Trust to begin discussions about forming a 501-C3 to accept land <br /> transfers and allow the donor the ability for a tax write off. There were many questions <br /> raised as to who would control the 501-0 once formed, and who would manage the <br /> reporting, and the annual tax returns. The Town's legal department would be reviewing <br /> the details if the 501-C3 were to be formed. <br /> 6. New Business: The board then reviewed Public Housing Notice (PHN) 2025-12 CAIO <br /> RFR, as well as Public Housing Notice 2025-13 Amendments to 760 CMR 5.00 Effective <br /> 9/6/25. Ms. Conn then reviewed the IT Service Provider Contract from MTSI. There have <br /> been complaints about the existing IT provider from the managed agencies, Ms. LeClair <br /> moved to approve the Executive Director to execute the Service Contract Agreement <br /> with MTS1,seconded by Mr.Klein.Motion carried. 3-Ayes,0-Nays.Ms.Conn discussed <br /> the funding gap for the building envelope project at Homeyer Village, consisting of siding, <br /> windows, and door replacements. She recommended submitting an application to the <br /> Community Preservation Committee that is due on November 7, 2025. Mr. Klein moved <br /> to approve the Executive Director submit an application to the Community <br /> Preservation Committee for the Siding, Window & Door Replacement Project at <br /> Homeyer Village, seconded by Ms. LeClair.
