He also noted most other properties from the list would be on Phase I. <br /> To recap, the Chair will look at sewer phases, time frames, and feasibility studies and bring <br /> those findings to the next meeting. He would like to do site visits for Sampson's Mill Road and <br /> Commercial Street. The title issue will need to be resolved with external legal resources. The <br /> Town has a goal of 37 units to develop for the SHI. <br /> Map of Town Sewered Areas <br /> Chair will reach out to the Wastewater Department. <br /> NEW BUSINESS <br /> Discussion of Open Meeting Law <br /> There is a vacancy on the Committee they are seeking to fill. The Chair will check in with Ms. <br /> Muller regarding her status. <br /> For clarity, a quorum would comprise of three or more members. Two members can converse, <br /> but e-mail communication back and forth outside of a public meeting is a violation. Information <br /> for meetings can be forwarded to the Chair, and it will be added to the Agenda. <br /> Request for CPC funds for Affordable Housing <br /> The Chair suggested making a request to the CPC fora sum of money. The HPP noted this <br /> was done regularly and it had stopped in an effort to approve more specific projects. The CPC <br /> application is very project specific. One of the HPP goals and objectives is to request money <br /> for the Affordable Housing Trust to react efficiently and immediately when we have an <br /> opportunity. <br /> The request will be for a one-time $500,000 payment. The Chair of the Select Board was <br /> instrumental in helping with the application. Right now, it is in the Town Manager's office <br /> getting signatures. <br /> The Affordable Housing Trust was not active, and this Committee was not active, and the CPC <br /> was concerned to continue the funding when both were not meeting. The HPP was accepted, <br /> and the Trust is meeting regularly now. <br /> Chair Sparkes stated the immediate availability of the funds allows for opportunities such as <br /> purchasing land, funding a site assessment, or funding legal fees in an effort to clear a title on <br /> a specific town owned parcel. They can also canvas the town for small delinquent lots that are <br /> perfect for Habitat for Humanity homes. <br /> 3 <br />
