She has worked on the LCP project since it started <br /> with the gatherings at the schools and library. People had chances to make comments the <br /> entire step of the way. Information is still out there, but when it enters the LCP it stays. It is not <br /> easy to compile those details into a final copy, and we have a decent draft, but there are some <br /> changes she would like to see. She did go to the Town Planner's office and read through some <br /> sections. People don't realize the importance of this document. We must get people engaged <br /> like we did several years ago, giving feedback. She wants to thank the Board and Town <br /> Planner, this is an important piece to how this Town will function. <br /> Housing <br /> Ms. Waygan started by going through the implementation chart for the housing chapter. They <br /> eliminated items that would exceed Flow Neutral Bylaw or increase density without proffers. <br /> They added compliance with the clean water initiative and the Flow Neutral Bylaw in many <br /> areas. Some of the data could be updated, like dates and timelines. <br /> Mr. Tobin commented that the Town values affordable housing; but it will be prioritized on <br /> sewer where possible. The housing goals want to be in compliance with the FNB and protect <br /> the environment with attainable housing. <br /> Ms. Waygan acknowledged the HPP was recently updated and that was a big action goal. <br /> (Sustainability talked about energy efficiency and the carbon footprint). <br /> Ms. Waygan went on to describe areas in the chart that were changed: <br /> - Page 1-16 Goal H6 (ensures housing adheres to FNB and the clean water initiative and <br /> Nitrogen Management Plan). There is a provision of open space or sewer. This <br /> acknowledges we want new housing, butwe have to make progress in cleaning our water, <br /> and we need housing initiatives to comply with clean water plans. They removed the word <br /> `ideally' from this goal. <br /> - Modified Policy H-1 —we are getting away from only looking at commercial, we want to look <br /> at blighted or underutilized, we don't want to limit redevelopment initiatives, like mixed use <br /> or single-family neighborhoods, include protection of different housing types. There is a <br /> missing typology like duplex multifamily. <br /> - Policy H-12 had a grammatical change to make more definitive. <br /> - Page 1-17 Actions - Strike action H-1 and H-2 <br /> - New H-1 Explore and potentially develop, adopt, and implement a form-based code town- <br /> wide or in the form of an overlay district to achieve the development patterns desired by the <br /> community for infill development and redevelopment of underutilized commercial properties <br /> (greyfields) which will utilize public or private wastewater infrastructure and in compliance <br /> with the Town's FNB. <br /> 2 <br />
