These can include architectural standards, site design standards, <br /> rehabilitation standards for redevelopment/conversion which will utilize public or private <br /> wastewater infrastructure and in Compliance with the Town's Flow Neutral Bylaw. <br /> H-22 consider procuring a consultant to assist with community engagement and facilitation <br /> of design charrettes to support the development of architectural and site design standards. <br /> H-23 Provide financial and technical assistance to developers of affordable year-round <br /> housing and comply with FNB. <br /> H-26 Develop standards and incentives to bring sustainable, carbon neutral, and energy <br /> efficient housing online which will utilize public or private wastewater infrastructure and in <br /> compliance with the Town's Flow Neutral Bylaw. <br /> H-27 Develop Transfer of Development Rights zoning bylaw which allows for housing <br /> density in exchange or the provision of open space, or other clean water proffers. <br /> It was determined that more work needs to be done in educating the public about Flow Neutral <br /> Bylaw. These are limits not barriers to development. <br /> Ms. Waygan went through the Housing chapter. Dates were updated, the 2020 census is okay, <br /> but the American Community Survey has some stale data. More time with the consultant would <br /> be best, but she will leave this to the Town Planner. The five year and ten year benchmarks <br /> need tweaking. The market rate and affordability need to be updated, along with housing <br /> programs. <br /> Ms. Waygan stated page 1-13 charts have not changed but the verbiage needs to be edited. 1-5 <br /> non-age restricting housing in condominiums. Also, 30% of our housing stock is multifamily, <br /> which is higher than other towns. 1-6 changes to open space development bylaw. We used to <br /> allow subdivisions for multifamily, hence the condos, but that went away with single family. The <br /> 3 <br />
