Ms. Phillips thanked the board and the <br /> experts for their time. <br /> New Business <br /> The Vice Chair stated that the first order of business is to review and vote to repeal the Sewer <br /> Commission's Rules and Regulations and replace them with proposed Rules and Regulations. <br /> Commissioners as a group put together the new Rules and Regulations, leaning heavily on the Town of <br /> Chatham and Ms. Castaneda, Mr. Meader, Ms. Leslie and he have gone over the new proposed rules. <br /> The Vice Chair stated that he would entertain a Motion to repeal the old Sewer Commission Rules and <br /> Regulations and replace them with new Rules and Regulations. Ms. Castaneda stated that she would be <br /> happy to make the motion, but she had a concern. Ms. Castaneda made a motion to discuss how the <br /> Sewer Commission is going to inform the public. Motion seconded by Mr. Lyons (without the <br /> discussion). <br /> Ms. Castaneda stated that she would like to discuss how this is going to be presented to the public and <br /> there needs to be a communication plan. Mr. Meader stated that (1) the full text will be posted on the <br /> website. (2) Once installers have been approved,the full construction and design for sewer systems, <br /> they will get a copy of that section during the training. (3) Additionally, the Wastewater Department is <br /> doing notices to connect. Weston and Samson is getting this together and finalized. When this goes out, <br /> it will have language for the homeowners (ex. "What not to put down the toilet", etc.). Vice Chair asked <br /> how quickly would the new Rules and Regulations be on the website? Mr. Meader answered that Ms. <br /> Leslie will load them up quickly. Mr. Lyons stated that it would be more proper to have on page 1 of the <br /> new Rules and Regulations the following title language, "Mashpee Municipal Sanitary Sewer Collection <br /> System Rules and Regulations",to identify what the title is. Discussion amongst the board regarding <br /> where to put the title as a header.The Vice Chair motioned to replace the existing Rules and <br /> Regulations with the new Rules and Regulations. Motion passed by unanimous consent. <br /> Vote to repeal Policy#2—Low Pressure Grinder Pumps. Mr. Meader explained that the Town of <br /> Mashpee originally had a policy that grinder pumps were only going to be provided to single family <br /> dwellings.Then Sea Oaks attended a previous meeting and the commissioner at the time,told Sea Oaks <br /> that the Town was going to provide grinder pumps to the condo complex, which was in conflict with <br /> Policy#2. There was a vote at that meeting to honor the previous engineer's promise to Sea Oaks.This <br /> is now to repeal this policy. Mr. Lyons asked why the policy wasn't being modified instead of getting rid <br /> of it. Mr. Meader answered that it is no longer in effect because everyone is eligible for the grinder <br /> pumps. Mr. Lyons stated that language should be stated somewhere. Mr. Meader stated that he would <br /> put together another policy stating as such and will rewrite the policy and present it to the board. <br /> The Vice Chair stated that for many months,the Sewer Commission has been down one Commissioner. <br /> In the past,they have tried to have one Commissioner per district. Right now,there is a qualified <br /> individual that is very interested in the position but does not live in the proper district. Mr. Lyons made <br /> a motion to move Phyllis Sprout from Member at Large to Precinct#2.
