Ms. Rudenko answered that once you convert from <br /> septic to sewer,you are not confined by the restrictions in Title V, and it is up to the Town to set <br /> restrictions that will define how much growth is allowable and that is what the Flow Neutral Regulations <br /> have done.This is what defines how many bedrooms single family properties can have and how many <br /> commercial and industrial properties can expand.This is the new restriction for how much new parcels <br /> that are within the sewer area can grow and that is how the growth buildout projections are calculated. <br /> Ms. Sprout asked if that was something that an individual town can change. Ms. Rudenko answered yes, <br /> that it is a town regulation that can be modified and if it is modified, it needs to be reflected in one of <br /> the Watershed Management Plan updates because it does change the quantity of flow that is being <br /> managed. Mr. Meader stated that it is Chapter 108—The Flow Neutral By-Law and in there it states that <br /> it is 1 bedroom per 10,000 sq/ft and if there is a request for anything larger,then a variance needs to be <br /> requested. If they are on septic, the variance would be through the Board of Health and if they are on <br /> sewer then the variance is through the Sewer Commissions. Mr. Lyons asked Ms. Rudenko about 35,000, <br /> being the max. Ms. Rudenko answered that 35,000 is the old maximum and the new maximum is in <br /> terms of flow and the new maximum is higher in terms of the original projection in the 2009 Needs <br /> Assessment.The 2015 planning was based on planning that was done in 2009. Ms. Rudenko went on to <br /> state that they are estimating 1.9 million gallons per day of wastewater that'll be generated under the <br /> built-out condition. Ms. Sprout asked Ms. Rudenko to go over the numbers again for build out. <br /> Monthly engineer update -GHD <br /> Sandy Tripp from GHD and requested she provide a brief update as to the project, as well as updates to <br /> the Phase 1 and Phase 2 Project. Ms. Tripp showed a slide show marked "WNMP-21-01—Water <br /> Resource Reclamation Facility". <br /> Phase 1 -Chair Harris stated that the question that she has been getting from residents in the "Ships" <br /> area (Ships Rudder Rd./Ship Wreck Rd., etc.) are all trying to get together so that they can contact the <br /> licensed contractors to come in and hook them up/when should they be hooked up and they need a <br /> date for when they should be doing that. She asked Ms. Tripp to give her a ballpark figure for the <br /> residents to think about. Mr. Meader stated that sometime in May is the best time for all the smaller <br /> individual homes and streets. Chair Harris stated that there are 14 houses in particular on Ships Rudder <br /> Road that want to get a licensed contractor. She specifically asked if it is best for these homeowners to <br /> contact the contractors now? Mr. Meader stated yes, now is the time. <br /> Ms.Tripp spoke about cash flow and reminded the board that the contractor received an extension.At <br /> this point,the contractor is about 80%of their time expended and 90%of their cash expended and are <br /> pretty much on course. Regarding the Alternate Rebid Project (Contract 1A), they are about 40% <br /> expended on time and 53%expended on their budget. <br /> Phase 2—currently reviewing the 3rd party reviews for the 90%designs is ongoing, closing the loops on <br /> permitting and the town is working toward obtaining easements associated with this work. Nearing <br /> completing on the pre-qualification of contractors for the plant and plan to be bidding the six(6) <br /> contracts in the early spring and should be executing these six(6) contracts by June 2025 contingent on <br /> the permitting. Phase 2 construction is set to begin in July 2025. Mr. Lyons asked if the money for these <br /> is fully appropriated or do they need to go to the Town Meeting for it? Ms.Tripp answered that it is fully <br /> appropriated, and it is the$96.1 million. <br /> Marc Drainville from GHD then presented. Mr. Drainville stated that he was asked to put together a <br /> presentation regarding how the plant works. It will cover everything from how do they figure out how to <br /> size the facility and brief videos of different pieces of equipment. Mr. Drainville then showed a slide <br />
