Proposed Site improvement plan. <br /> (Representative: Cape & Islands Engineering, Inc.) 43- <br /> 3233 <br /> Mr. Kent reported that the project passed inspection, with work largely completed in <br /> accordance with the approved plans. He explained that the only minor field change <br /> involved installation of ADA-compliant stairs serving as an accessory dwelling/marina- <br /> related use. The ADA stairs replaced the existing set of standard stairs and were constructed <br /> entirely within the existing driveway footprint, behind the building, with no encroachment <br /> into resource areas and no new disturbance. Staff confirmed this change was minor and <br /> acceptable. <br /> Commissioners asked about the three-year mitigation and monitoring requirement <br /> included in the Order of Conditions issued August 15, 2023, noting the obligation runs <br /> through August 2026. Staff confirmed that the mitigation plantings are in place and in good <br /> condition, and that the monitoring contract with Crawford Land Management remains <br /> active. It was clarified that approval of the Certificate of Compliance would not terminate <br /> the mitigation obligation, which will continue as required under the Order. <br /> Additional questions were raised regarding a shed located near the marina side of the <br /> property. Staff indicated that all structures and site features appear consistent with the <br /> approved plans and that no compliance issues were identified during inspection. <br /> Commissioners also discussed vegetation and stormwater features, including the rain <br /> garden and mitigation planting areas. Staff clarified that the rain garden is located higher <br /> on the bank,while the lower area includes perimeter plantings with some maintained lawn, <br /> as shown on the approved plan,particularly near the transition to the salt marsh. <br /> No outstanding compliance concerns were identified. The matter proceeded toward <br /> issuance of the Certificate of Compliance, with the understanding that ongoing mitigation <br /> monitoring remains in effect through the required term. <br /> 11 <br />
