All in favor.
Dave Crispin with BSC Group is present this evening with Tamara Joyce from New Seabury.
They are here seeking approval for 5 new houses on Great Oak Road. The 450ft. cul-de-sac is
consistent with the previous 190 houses and lot sizes. The hammerhead design at the end of
the cul-de-sac is to reduce pavement, reduce runoff, and he ensured the Fire Department is
okay with it.
The Town water main and sewer is in the front yard and not in the street, underneath the
sewer line. The easement with sewer is not in the road. All utilities and storm drainage are
underground. There is a large detention facility with a forebay into an existing kettle hole, with
a recharge system on the bottom. They met with the BOH, there were two comments
addressed to them, comments 9 and 10.
Mr. Crispin stated his interpretation aligns with what the regulations say to do. The catch
basins every 300 ft. and the roadway not being less than 1% grade, that is impossible with the
short vertical curve.
Ms. Waygan noted they will draft up the decision and discuss it at the next meeting before the
Public Hearing is closed. Mr. Crispin reiterated revised plans with drainage recalculations are
in both the Boards and consultant's hands.
Mr. Tobin noted the revised plans were submitted electronically this afternoon and have not
been distributed for the Board's review yet, as the deadline for meeting packet submission had
closed, with no time for engineer peer review, and no provided comments. All will be included
in the next meeting packet.
Jean Christy, Board Engineer, noted this peer review was a little different as she assisted the
BOH in their decision. First findings were issued November 26t". Next round of issued findings
were issued December 10t". Revised stormwater report review is slated for this coming week.
A lot of comments have been addressed. There is additional correspondence from the Fire
Department about providing a hardpack entrance to the cul-de-sac, located on the new plans.
11
