of TMs s,s
z.
AU1MLIUVy
own qf MaS 2 Panning Board
c
16 Great Weck, RoadWorth
-Mashpee, -Massachusetts 02649
Request: Special Permit Application to construct a 13,229 +/- SF specialty
retail grocery store on 3.97 +/- acres of undeveloped land pursuant
to Sections 174-24(C) & 174-25E(1) & E(2) of the Mashpee Zoning
Bylaw.
Mr. Tobin commented some members of the Planning Board did a site visit on December 10t"
Each member brought a unique perspective to the visit. He would like to give each member an
opportunity to share comments.
Ms. Faulkner stated it was a great visit. The parcel of 3.9 acres was much larger than she
realized, it is a serious parcel. She kept going back in her mind to the hill on Shellback Way,
and the turn into the parcel, how is there not going to be a retaining wall? There will be a deep
cut to get to that parking lot, and it seems a wall may be needed there. She also noted people
will drive to cut through the Deer Crossing shopping plaza to avoid waiting at the light.
Mr. Hansen provided that the walk through was excellent and the accompanying summary was
extremely helpful. On sheet C111, the site plan, he referenced the slope cut back along the
roadway, and the narrowest part is 30 ft. with a rise of 15ft, making a 1:2 slope. Post
excavation of that area, he is requesting a Slope Stability Analysis. Of the 1,600 pages, he
didn't locate one.Are they considerate of water tables and run off? He also believes a wall like
that diagram shows would be suitable. Mr. Hansen moved to sheet L101, landscaping and
parking lighting. In the corner closest to the main entrance access from Rt. 28, also containing
the walkway from Rt. 28 to the building, adding an additional light in the lot may help. There
were a couple retaining walls identified, one on the northeast side for the whole length, and he
asked for the height of that specific wall. He noted the plan shows a small retaining wall
between the building and loading dock, but the landscape plan doesn't show that. He inquired
about the food service permit, and if that was for the food samples. Lastly, will alcohol be sold?
Mr. Balzarini stated it was a good visit. The slope down towards the condos, he would like to
see some stabilization with a retaining wall. The northwest side where the cutback is, with the
heavy rain and slope those trees will die. It will be a problem for runoff. It seemed steeper than
the measurements. In the winter the truck may get down but not come backup. The entryway
is nice and wide. He asked about moving the slope.
Mr. Milbury agrees, he couldn't believe the steepness of that slope. An 18-wheelerwould have
some difficulty.
Mr. Tobin stated the topography on this site is intense, with the steep slope cut it poses
challenges in several ways. With the 6ft. elevation drop from the road to the lot, stabilization,
erosion control, and drainage are concerning.
2
