Town of Mashpee Conservation Commission
16 Great Neck Road North
Mashpee, MA 02649
The Commission confirmed that this flexibility is acceptable, provided that any adjusted start time is clearly reflected
on the agenda for that meeting. The Town Clerk has confirmed that this approach is permissible as long as the
agenda accurately states the meeting time.
Discussion: (Public Comment solicited for each discussion - *3 minutes per comment)
• Water Quality:Issues and initiatives (ongoing discussion item)
The Commission discussed water quality concerns related to a proposed subdivision by The Reserve at Quashnet
Valley Country Club involving 24 single-family homes located approximately 300-400 feet from the Quashnet
River, with a small number of lots extending into bank buffer zones.
The project is currently under state review due to exceeding thresholds for endangered species habitat disturbance,
specifically eastern box turtle, which triggered a broader environmental review. Public comment is open through
January 22, 2026.
Key Issues Raised
• Septic systems:
o The proposal would add 24 new septic systems near an already impaired river, raising concerns about
nitrogen loading, groundwater flow, and cumulative impacts.
o Commissioners noted the steep topography sloping directly toward the river, increasing risk of
nutrient transport.
• Stormwater management:
o Concerns were raised about runoff and pollutant conveyance toward the river.
• Cultural and environmental resources:
o Post-contact sensitive sites of tribal significance and endangered species habitat impacts were
discussed.
• Historic approvals:
o The project relies on a 1973 Planning Board approval that allowed substantially more development
(up to 176 single-family lots or 764 condo units). While the current proposal remains below that cap,
commissioners emphasized that modern environmental standards and wastewater realities differ
significantly from those in 1973.
Commission Action (informal)
• No formal vote was required.
• The Commission agreed it would be appropriate for staff to draft a written comment letter to MEPA on
behalf of the Conservation Commission, focusing primarily on:
o Septic density and nitrogen impacts
o The need to minimize new individual septic systems
o Alignment with ongoing Quashnet River restoration efforts
• The letter may be reviewed and approved by the Chair, Vice Chair, and Secretary due to timing constraints
before the January 22, 2026, deadline.
Related Developments
• The Environmental Oversight Committee has already approved sending a letter advocating for:
o Clustered I/A (Innovative/Alternative) systems rather than individual septics
o Nitrogen loading of 5 mg/L or less
• Discussion also covered proposed conservation restrictions, including a 1.5:1 land protection ratio (1.5 acres
conserved for every acre developed).
2
