Proposed Raze & Rebuild single-family <br /> dwelling with town sewer connection. (Representative: Cape & Islands Engineering.) <br /> (cont. 10.23 / 11.13) 43- <br /> 3372 <br /> Project Overview and Revisions (367 Mashpee Neck Road) <br /> The applicant's representative presented a substantially revised site plan responding to prior Commission <br /> concerns, particularly related to impacts within the 0-75 foot buffer zone and applicability of Regulation 25, <br /> Standard 6 (vertical walls within the A Zone). <br /> Key revisions included relocating the proposed house closer to Captain's Row and farther from the coastal <br /> resource area associated with Shoestring Bay, thereby moving the structure entirely out of the flood zone. The <br /> redesigned plan eliminates the previously proposed lower-level driveway and associated stone walls on the bay <br /> side of the property. That area will be regraded and restored to a more natural bank condition. <br /> A new gravel driveway is proposed to serve the garage from Captain's Row, while the existing driveway off <br /> Mashpee Neck Road will remain asphalt but narrowed by approximately two feet on each side to reduce <br /> impervious area. Overall, the revisions result in a net decrease of approximately 500 square feet of development <br /> within the 0-75 foot buffer zone and a total reduction of about 226 square feet of combined structure and <br /> impervious surface. Based on these reductions, the applicant asserted that mitigation and the previously <br /> requested waiver were no longer triggered. <br /> The house will include a walkout basement on the bay side, with limited retained access to a lower-level door. <br /> Some existing pavement will be removed, further contributing to buffer restoration. <br /> Flood Zone and Coastal Regulations (367 Mashpee Neck Road) <br /> Commissioners asked about FEMA and state exceedance mapping. The applicant explained that only a small <br /> comer of the existing house footprint had previously intersected exceedance areas, and that with the revised <br /> layout moving the house farther upland, those concerns no longer applied. Because the structure is now entirely <br /> outside the flood zone, Regulation 25, Standard 6 was stated to be inapplicable. <br /> Sewer, Septic, and Title 5 Considerations (367 Mashpee Neck Road) <br /> Extensive discussion focused on wastewater management during the interim period before Town sewer service <br /> becomes available. The property is currently served by a Title 5 system with a leaching pit and was recently <br /> confirmed to utilize a grinder pump. Town sewer service is anticipated to be physically available in the spring <br /> of 2028, with the Sewer Department reportedly allowing a two-year window for connection where sewer <br /> installation is imminent and funded. <br /> The applicant stated that the project team has been coordinating with both the Sewer Department and Board of <br /> Health and intends to meet all applicable requirements. Efforts are underway to ensure the future sewer stub is <br /> coordinated from Captain's Row rather than Mashpee Neck Road, minimizing future disturbance and avoiding <br /> the need for a separate Conservation Commission filing solely for sewer connection. Once sewer service is <br /> available, the existing septic components would be abandoned in accordance with Title 5 requirements. <br /> 5 <br />
