At the start of the hearing, staff confirmed that no DEP file number had been issued <br /> for the application and because the absence of a DEP file number prevents the Commission from confirming the <br /> completeness of the filing or determining DEP jurisdiction and review requirements, the application was deemed <br /> procedurally incomplete and not eligible for substantive review at this time. Staff noted that this situation mirrored the <br /> circumstances of the preceding agenda item and required the same procedural response.
