(Representative: Strong Tree Engineering) 43- <br /> xxxx <br /> The Commission opened the public hearing for the project at 17 and 23 Alma Road,which proposes the construction <br /> of a swimming pool and cabana. At the outset of the hearing, it was confirmed that no DEP file number had been <br /> issued for the application. Staff explained that because a DEP file number had not yet been assigned, the Cominission <br /> could not determine whether the application was complete or how the Department of Environmental Protection would <br /> ultimately classify or review the project. As a result, the Commission was procedurally required to continue the <br /> hearing until a DEP file number is issued. <br /> During initial discussion, commissioners noted inconsistencies in the application materials, including the fact that <br /> Clancy Construction appeared as the applicant on certain documents, while the named applicants before the <br /> Commission were the trustees, Kevin Gaffney and Karen Flynn. Commissioners expressed concern that mismatched <br /> applicant information could create confusion regarding responsibility, authorization, and standing, and staff indicated <br /> that this issue would need to be clarified before substantive review could occur. <br /> No substantive project details were reviewed, and commissioners did not engage in environmental analysis or <br /> discussion of impacts, as the absence of a DEP file number rendered the application incomplete for review purposes. <br /> With no further information available from the applicant or staff, and no public comment offered,the Commission <br /> voted to continue the public hearing to February 5, 2026, to allow time for: <br /> • Issuance of a DEP file number, and <br /> • Clarification and consistency of applicant and representative information across all filing materials. <br /> MOTION: To accept the continuance for 17 & 23 Alma Road to February 5, 2026. <br /> Motion by: Sandi Godfrey Seconded by: Richard Sahl <br /> Vote: Motion passed by unanimous vote. <br /> (Sarah Thornbrugh, Paul Colombo, Sandi Godfrey, Seana Pitt, Richard Sahl) <br /> ----------------------------------------------------------------------------------------------------------------------------------------------- <br /> NOI 15 Nehoiden Road, Matthew H. & Carmen F. Proposed addition to single family home. <br /> (Representative: Strong Tree Engineering) 43- <br /> xxxx <br /> The Commission opened the public hearing for the project at 15 Nehoiden Road, which involves a proposed addition <br /> to an existing single-family home. At the start of the hearing, staff confirmed that no DEP file number had been issued <br /> for the application and because the absence of a DEP file number prevents the Commission from confirming the <br /> completeness of the filing or determining DEP jurisdiction and review requirements, the application was deemed <br /> procedurally incomplete and not eligible for substantive review at this time. Staff noted that this situation mirrored the <br /> circumstances of the preceding agenda item and required the same procedural response. No additional information was <br /> provided by the applicant's representative, and no substantive project details, environmental impacts, or regulatory <br /> considerations were discussed. Commissioners offered no comments or questions, recognizing that review could not <br /> proceed without a DEP file number. <br /> With no further discussion, the Commission voted to continue the public hearing to February 5, 2026, allowing time <br /> for: <br /> • Issuance of a DEP file number, and <br /> • Resubmission of a complete application for Commission review. <br /> 12 <br />
