(Representative: Scott Miecile) 43- <br /> 3391 <br /> The Commission opened the public hearing for the Notice of Intent at 23 Elliott Road, which proposes a septic system <br /> upgrade with no increase in flow for an existing two-bedroom single-family residence. The property consists of an <br /> approximately 8,000-square-foot coastal lot abutting Nantucket Sound. <br /> The applicant's representative explained that the existing system consists of a single cesspool currently in hydraulic <br /> failure, located on the easterly side of the dwelling approximately 10 feet from the top of the coastal bank. The <br /> proposal would abandon and properly decommission the existing cesspool, crushing and filling it with sand, and install <br /> a new septic system in the front yard, as far from wetland resource areas as practicable. <br /> The site contains multiple resource areas, including coastal bank, VE flood zone, and associated 75-foot and 150-foot <br /> buffer zones, with much of the lot falling within these jurisdictional areas due to its small size and coastal setting. The <br /> property is also located within a Zone 11 area, requiring a system capable of achieving 19 mg/L nitrogen treatment. <br /> The proposed system includes: <br /> • A new 1,500-gallon, two-compartment septic tank <br /> • A SeptiTech STAR 0.5 nitrogen-reducing treatment unit <br /> • A 13-foot by 16.5-foot leaching facility consisting of a single 500-gallon chamber surrounded by four feet of <br /> stone <br /> Soil testing indicated no groundwater encountered, with five feet of vertical separation between the bottom of the <br /> system and groundwater. The entire system would be installed beneath the existing paved driveway, and plumbing <br /> would be reconfigured within the basement so that no trenching would be required along the easterly side of the house <br /> near the coastal bank. Nitrogen loading calculations were provided, showing a reduction from approximately 13.46 <br /> mg/L under existing conditions to 8.09 mg/L with the proposed system. Commissioners noted that the system location <br /> was appropriate given future coastal flood projections and represented the furthest feasible placement from the <br /> resource areas. Commissioners expressed support for the project, emphasizing the environmental benefit of eliminating <br /> a failed cesspool located close to a coastal resource area. Questions regarding surface restoration were addressed, with <br /> the applicant explaining that the driveway would be repaved, citing safety concerns for the elderly occupant and noting <br /> that no increase in impervious area was proposed. <br /> Staff indicated the project was straightforward and consistent with applicable regulations.
