(Representative: Marsh Matters Environmental) 43- <br /> 3390 <br /> The Commission opened the public hearing for the Notice of Intent at 21 Fiddler Crab Lane, which proposes the <br /> replacement of an existing onsite sewage disposal system for a single-family residence constructed in 1965. The <br /> applicants explained that the system replacement is required as part of the sale of the property and that the existing <br /> system is in failure. <br /> The applicant's representative described the site as a 0.33-acre coastal lot containing multiple wetland resource areas, <br /> including a coastal bank coincident with the 100-year flood zone boundary, as well as a bordering vegetated wetland <br /> associated with Popponesset Creek located across Popponesset Island Road. Updated plans were submitted to staff to <br /> reflect the correct coastal bank elevation line per local regulations,with corresponding adjustments to the 75-foot and <br /> 150-foot buffer zones. No other changes to the project were proposed. <br /> The proposed septic system is an Innovative/Alternative (IA) system, incorporating a Sludgehammer Aerobic Bacterial <br /> Generator(Model S-46). The entire system will be installed within the existing stone driveway and landscaped areas, <br /> with no tree removal or additional vegetation clearing required. No changes to the existing house or landscape are <br /> proposed, and all disturbed areas will be restored to existing conditions following installation. <br /> Commissioners noted that the project involves no increase in flow,no expansion of disturbance, and represents an <br /> environmental improvement by replacing a failing system. (Representative: BSS Design <br /> Engineering& Surveying) <br /> 43- <br /> 3309 <br /> Staff reported that the post-construction inspection had been completed and confirmed that the project was constructed <br /> in full compliance with the approved plans and Order of Conditions. No deviations from the approved design were <br /> identified, and all work was completed in accordance with the plan of record. <br /> The applicant's representative indicated that there were no outstanding issues, and staff further confirmed that the <br /> completed work met all applicable requirements.
