The current LCP has a cap of 15,000, and according to census data, we are at 15,009 <br /> year-round residents. If we want to establish a cap, how do we do that, and should it remain in <br /> the LCP? This is done through zoning. It was a major component of that initial LCP. We are at <br /> the nitrogen capacity with natural resources and just about there for traffic. She noted the <br /> capacity may have been set for drinking water. Mr. Milbury stated the sewage capacity as well. <br /> Mr. Tobin commented on a multifaceted approach that limits growth and development, like the <br /> Flow Neutral Bylaw or the increase of minimum lot sizes can be utilized, though an outright cap <br /> may pose challenges. <br /> Mr. Balzarini stated to do away with 4013's. Mr. Tobin answered if the town meets safe harbor <br /> with its 10% affordable goal, there will be significant local control, but you have to develop <br /> affordable units reach that goal. You can also lobby the legislature to overturn 40B, which may <br /> prove difficult as the statute has been around since the 1970's. He noted one perspective, from <br /> a development standpoint, is that it generates tax revenue. <br /> Ms. Waygan noted there are other methods to generate taxes. When you increase tax <br /> generation only with residential development, you are creating at the same time, a burden on <br /> services like police, fire, and schools. You want to generate tax revenue that is a net gain of <br /> the budget. <br /> 6. Heritage and Preservation- (Sent to Ava Costello and Richard DeSorgher to redline.
