The application is for a <br /> "Cottage Development" under the terms of the New Seabury <br /> Special Permit. The Subdivision Plan is intended for the fifth and <br /> final phases of the development commonly referred to as the <br /> Cottages at New Seabury. <br /> Chair Waygan read the Public Hearing notice into the record. <br /> Nick Galanis with New Seabury Homes is present for the applicant this evening, and David <br /> Crispin with BSC Group is on Zoom. As of last Planning Board meeting, he and Board member <br /> Mr. Milbury met on site at New Seabury to go over lighting options for the end of Garden Drive, <br /> going to Great Oak Road and down by Topspin Way. <br /> They are proposing a light post on that corner of Great Oak Road as well as uplighting running <br /> down the planting beds on the left side of the road. Topspin Way will have the same light posts <br /> on either side. In the parking lot they are proposing a 16ft. pole with downlighting for the end of <br /> the parking lot, which are the same as the opposite end of the lot. That parking lot has an <br /> existing light. Photos were taken of adjacent neighborhoods to demonstrate what those lights <br /> will look like all lit up. <br /> Mr. Balzarini asked what the poles were made of and it was answered steel, aside from the <br /> wooden posts on the properties. Ms. Faulkner inquired about specific lumens, while those <br /> exact figures could not be provided, it was noted low. <br /> Mr. Tobin stated the photos showing lighting styles are in the packet. He asked for the height <br /> of the wooden post in front of the homes, it was answered 6.5ft. There are also lights on the <br /> garages. The posts on the street are 8ft. tall. <br /> Mr. Hansen inquired about the meaning of`alternatively could be flush'. Flush refers to the <br /> amount of lighting, nothing is shining above the ground, as it is lighting up plants. <br /> Ms. Waygan asked the Board Engineer if the plan is correctly represented. <br /> Ms. Christy stated the lighting scheme proposed here is smaller scale, as it is residential style. <br /> She doesn't think the Board even needs a lighting level plan, and what they are proposing is <br /> entirely appropriate for this type of development. More details about the lighting are on the <br /> back pages. <br /> Mr. Tobin read a recommendation to the Board for a condition, stating except for the <br /> intersection, lighting levels shall result in no light spillover. He would like the Board to have a <br /> discussion about the plan and how we can ensure the two lights at Topspin Way and Garden <br /> 2 <br />
