Proposed pool installation <br /> and mitigation. (Representative: Homestead Consulting Engineers) (cont. 12.11 / 1.08 / 1.22) 43- <br /> 3381 <br /> Josh Green of Homestead Consulting Engineers appeared on behalf of the applicant regarding the proposed pool <br /> installation and associated mitigation at 49 The Heights. The matter had been continued from prior hearings to <br /> address mitigation calculations and related items. Mr. Green reported that the ZBA filing requirement has been <br /> satisfied and documentation was provided to staff. He further stated that the revised plan reflects a 72%reduction <br /> in patio area and a 38% increase in planting area, bringing the project into compliance with the Commission's <br /> mitigation policy. He emphasized that the revised proposal represents an improvement over existing site <br /> conditions. <br /> Several Commissioners expressed appreciation for the revisions and indicated that the updated plan is <br /> significantly improved and aligned with the mitigation policy. Staff noted that the revised proposal provides a <br /> meaningful vegetative buffer where one previously did not exist and is consistent with the intent of the waiver <br /> request by improving conditions along the top of the inland bank. Continued concern was expressed regarding the <br /> proximity of the proposed pool—approximately 11.5 feet from the top of the inland bank—despite the mitigation <br /> improvements. <br /> MOTION: To close the hearing for 49 The Heights and to issue an Order of Conditions with the <br /> following condition: <br /> • Implementation and monitoring of a three-year mitigation plan to be overseen by a <br /> licensed and qualified horticulturalist, with annual monitoring reports submitted to <br /> the Conservation Commission. <br /> Motion by: Richard Sahl Seconded by: Sandi Godfrey <br /> Vote: Motion passed. <br /> Nay: Paul Colombo <br /> Aye: Steve Cook Sandi Godfrey, Seana Pitt, Richard Sahl <br /> Mr. McManus noted that Orders of Conditions for pool installations typically include a standard condition <br /> requiring that any pool water drawdown be performed by pump truck. <br /> Staff confirmed that this is standard language included in the Order and does not require amendment to <br /> the motion, as it will be incorporated into the final Order of Conditions. <br /> NOI 17 & 23 Alma Road, Kevin W. (Representative: Strong Tree Engineering) (coat. 01.22 / 20.5) 43- <br /> 3397 <br /> At the outset of the hearing, Ms. Pitt recused herself as an abutter to the property. <br /> John McGrath, Professional Wetland Scientist with Strong Tree Engineering, presented revised plans for the <br /> proposed pool and cabana project, including updated civil and landscaping plans, stormwater calculations,pool <br /> specifications, a waiver request, and a prior vernal pool investigation report. The plan identifies three mitigation <br /> areas totaling approximately 7,300 square feet, including restoration of lawn to native plantings and rehabilitation <br /> of degraded areas near the vernal pool.
